Several Regional Agencies in Klungkung Not Yet Fully Implementing WFH to Save Fuel
Several regional organisations (OPD) of the Klungkung Regency Government in Bali have not yet been able to fully work from home or implement work from home (WFH). One of the reasons is that some OPDs still do not have fully digitised work systems.
“Because some OPDs indeed have not fully digitised their work systems, so they must be present physically,” said the Head of the Personnel and Human Resources Development Agency (BKPSDM) of Klungkung, Ida Bagus Wirawan Adiputra, to detikBali on Monday (27/4/2026).
However, Wirawan did not detail the various OPDs that have not maximised WFH implementation. He only revealed that BKPSDM Klungkung has implemented WFH because most of its work systems are already digital.
Wirawan emphasised that OPDs not maximising WFH do not mean their systems are not digitised at all. It’s just that the relevant OPDs still have a significant portion of work that requires physical presence.
“So not fully digital yet. There are some that still require physical presence,” Wirawan added.
Wirawan will compile a report on the implementation of WFH that has been running for two weeks. In line with the directive from the Ministry of Home Affairs (Kemendagri), evaluations will be conducted every two months. Wirawan will send reports on the results of WFH implementation at the beginning of each month.
In addition to performance reports and evaluations of WFH implementation, the Klungkung Regency Government is also required to provide reports on fuel (BBM) efficiency implementation. The macro scope of regional efficiency implementation in each OPD will be compiled by the Regional Financial and Revenue Management Agency (BPKPD) Klungkung.
“Efficiency will be coordinated by BPKPD, to what extent the efficiency implementation is carried out by each OPD, including WFH. Meanwhile, its effectiveness will be checked by us,” Wirawan explained.
So far, BKPSDM Klungkung has not received any reports or findings of violations from employees, either from OPD leaders or the public. “Because the public service sector also does not implement WFH,” Wirawan clarified.
Previously reported, the government has set a work-from-home policy or work from home (WFH) for one day per week for civil servants (ASN). This policy will be implemented every Friday, both in central and regional agencies.
“The implementation of work from home for ASN in central and regional agencies is carried out for one working day per week, namely every Friday,” said Coordinating Minister for the Economy Airlangga Hartarto in a virtual press conference on Tuesday (31/3/2026), as quoted by detikNews.
Airlangga stated that the policy has been calculated based on post-COVID-19 handling experiences. This policy aims to encourage the adoption of digital-based work systems while improving efficiency.
“Why Friday? Because indeed some ministries have done that, working four days in a week with applications, this is post-COVID,” said Airlangga.
Airlangga also mentioned that the workload on Fridays is not as heavy as on other days. However, he emphasised that public services will continue to operate despite the WFH implementation for one day per week for ASN.
“We chose Friday because it’s half, meaning not full from Monday to Thursday. But public services will still run,” Airlangga said.
