Seven Ministers Sign Joint Decree on AI Use Guidelines in Education

Seven ministers have signed a joint decree (SKB) containing guidelines for the utilisation of digital technology and artificial intelligence (AI) in formal, non-formal, and informal education. The signing of the decree was led by the Coordinating Minister for Human Development and Culture (Menko PMK) Pratikno.

The decree was signed at the office of the Coordinating Ministry for Human Development and Culture in Jakarta on Thursday, 12 March 2026. The seven ministers involved were Interior Minister Tito Karnavian, Digital Minister Meutya Hafid, Primary and Secondary Education Minister Abdul Mu’ti, Higher Education and Science-Technology Minister Brian Yuliarto, Religious Affairs Minister Nasaruddin Umar, Women Empowerment and Child Protection Minister Arifah Fauzi, and Public Works and Housing Minister Wihaji.

Pratikno stated that the decree regulates the use of digital technology and AI in the education sector. According to him, the application of educational technology and AI must empower children, rather than exploit them.

“This decree is not about blocking, but rather regulating to mitigate risks on one hand, whilst simultaneously ensuring that digital technology and artificial intelligence empower rather than exploit our children,” said Pratikno.

Pratikno noted that uncontrolled use of digital technology encourages children to be more eager to show off and fearful of missing out on trends. He stated this has been proven academically.

“One factor suspected as a trigger, and this has been proven academically, is the use of uncontrolled, unregulated, and unmitigated digital technology,” he said.

“For instance, teenage children increasingly experience FOMO (fear of missing out), are afraid of falling behind, want to follow trends, want to show off and flex, and so on,” he added.

Pratikno emphasised that with this decree, his ministry will strengthen the protection of children in digital spaces. He hopes the decree will serve as a catalyst to ensure that Indonesian children develop healthily.

“Therefore, with this decree from seven ministers, we are working hard to further strengthen child protection in digital spaces, strengthen digital literacy, and establish responsive cyber violence reporting channels. Let us make this moment an opportunity to ensure that Indonesian children grow resilient, innovative, and of good character,” he said.
