Seven Key Programmes Help Surabaya Win 2026 TPAKD Award
The Surabaya City Government has won the 2026 Regional Financial Access Acceleration Team (TPAKD) Award as the top-performing city in Java and Bali. The award, presented by the Financial Services Authority (OJK), recognises the city government’s success in expanding access to financial services and boosting the local economy.
Surabaya Mayor Eri Cahyadi received the award at the 2026 TPAKD National Coordination Meeting in Jakarta on Thursday (22 October). The meeting was also attended by President Prabowo Subianto, Home Affairs Minister Muhammad Tito Karnavian and OJK Board of Commissioners Chair Friderica Widyasari Dewi.
Eri said the achievement was the result of close collaboration between the city government and various parties in the financial sector.
“At the TPAKD Awards yesterday, thankfully Surabaya came top in Java and Bali. It was about how we worked in synergy with all stakeholders to drive economic and financial activity,” Eri said in a written statement on Wednesday (28 October 2026).
He explained that efforts to widen financial access had gone hand in hand with developing the potential of local people, from Generation Z to support for micro, small and medium-sized enterprises (MSMEs).
“This is an initiative I dedicate to the people of Surabaya,” he said.
Eri also expressed his appreciation to the OJK and other stakeholders.
“My thanks to the OJK and everyone in the financial sector who continues to collaborate and work in synergy with the Surabaya City Government,” he said.
The chair of the Association of Indonesian Municipalities (APEKSI) emphasised the importance of practical cooperation in improving residents’ welfare.
“I hope the TPAKD can continue to energise Surabaya’s economy and create prosperity in the city,” he said.
He added that this commitment had to be translated into concrete action, not just words, and could be achieved through cooperation with a broad range of parties.
Vykka Anggradevi Kusuma, head of the Surabaya City Government’s Economic and Natural Resources Division, said the award was secured through the implementation of seven flagship programmes in 2025. They included expanding financial literacy and inclusion among residents.
Surabaya’s economy grew by 5.87 per cent in 2025, exceeding the 5.77 per cent target, Vykka said. The city’s Human Development Index stood at 85.65, while its poverty rate fell to 3.56 per cent.
The seven programmes include Satu Data Surabaya, which strengthens digital infrastructure; PASTI LAKU, which provides education on financial access; and social security coverage through BPJS Ketenagakerjaan for workers, including online motorcycle taxi drivers.
Other initiatives are PUSPITA loans to combat illegal moneylenders, the PEKEN digital marketing platform for MSMEs, a capital markets investment gallery at the Siola Public Service Mall, and digital payment systems through KATEPAY and SimPel. The city government also facilitates low-interest financing, including PUSPITA and Sikumis, to support MSME development.
In 2026, the Surabaya City Government plans to continue its existing programmes and strengthen its data resources through SOMASI PINJOL, while expanding digitalisation in tourism and traditional markets.
OJK Board of Commissioners Chair Friderica Widyasari Dewi said there were 552 TPAKDs across Indonesia. A survey conducted with Statistics Indonesia (BPS) and the Indonesia Deposit Insurance Corporation (LPS) found that financial literacy stood at 69.57 per cent in 2026, while financial inclusion reached 93.61 per cent.
“This is certainly the result of excellent cooperation between the government, the OJK, Bank Indonesia and all local governments at regency and city level across Indonesia,” Friderica said.
