Serdang Bedagai Infrastructure Recovery Targeted for Completion by Mid-November
The Serdang Bedagai Regency Government in North Sumatra is targeting completion by mid-November 2026 of infrastructure recovery works supported by additional transfers to regions (TKD). The acceleration is intended to ensure that repairs to roads, irrigation systems and supporting facilities quickly benefit residents affected by disasters.
Serdang Bedagai Regent Darma Wijaya said physical progress on the ground was approaching 90 per cent. He said there were no major obstacles to reconstruction, although some minor sections still required final finishing work.
“Any remaining work is only minor repairs to bring the projects to 100 per cent; it is nothing particularly urgent. God willing, it will be completed soon,” Darma said in a written statement on Thursday (29 October 2026).
In line with the physical progress, Serdang Bedagai Regency’s spending of its additional TKD allocation had reached Rp113.04 billion, or 49.95 per cent of the Rp226.29 billion budget ceiling, as at 28 October 2026. The funding is being used for education, health, agriculture, infrastructure and other service and recovery needs.
Rusmiani Purba, head of the Serdang Bedagai Regency Financial and Asset Management Agency, added that efforts to speed up implementation were currently focused on completing infrastructure works.
“God willing, we can complete all physical works on the ground by the middle of November,” she said.
Infrastructure received the largest allocation, at Rp93.35 billion, of which Rp45.64 billion, or 48.90 per cent, had been spent. Projects include road rehabilitation, bridge construction, irrigation repairs, drinking-water provision, local roads and drainage, to support mobility and residents’ basic needs.
Agricultural recovery has also made progress. Of the Rp2.51 billion allocated, Rp2.40 billion, or 95.34 per cent, had been spent. The funding includes support for rehabilitating farm irrigation networks and agricultural access roads, helping restore production and the transport of farm produce.
In education, the additional TKD is being used to rehabilitate schools, purchase furniture and provide teaching facilities and equipment. Health funding covers facility maintenance, healthcare services, medicines and supporting medical equipment.
Rusmiani said the additional funding had been highly beneficial to the regency, including by enabling it to provide financial assistance to Pidie Jaya Regency in Aceh.
Meanwhile, Air Vice-Marshal Ridha Hermawan, deputy head of the National Command Post of the Task Force for the Acceleration of Rehabilitation and Reconstruction (Satgas PRR) following the Sumatra disasters, praised the regency’s use of the funds. He said the November completion target was a positive step towards delivering recovery benefits to residents sooner.
“The task force greatly appreciates Serdang Bedagai Regency for absorbing and using the funds in accordance with the directions of the task force commander, in this case for disaster recovery in the regency. In particular, regarding infrastructure, the reports indicate that the work can be completed in November 2026, rather than waiting until the end of the year. I believe the implementation in Serdang Bedagai deserves recognition,” Ridha said.
Alongside completing the works, the regency government is preparing for the rainy season. Heavy machinery is on standby and river normalisation has been carried out as part of preparations to address potential flooding and protect the infrastructure that has been restored.
