Serang Regency Expands Protection: Over 32,600 Vulnerable Village Workers Now Covered by BPJS Employment
More than 32,600 vulnerable village workers have received employment social security protection from the Serang Regency Government through the ‘1 Village 100 Vulnerable Workers’ Programme. In partnership with BPJS Ketenagakerjaan, this initiative further underscores the Serang Regency Government’s commitment to providing protection for vulnerable workers against socio-economic risks.
Serang Regent Ratu Rachmatuzakiyah stated that the ‘1 Village 100 Vulnerable Workers’ Programme is a concrete step by the Serang Regency Government to ensure employment social security protection for vulnerable worker groups in the region. ‘This programme is a tangible effort by the regional government to guarantee the right to a decent standard of living for our citizens working in the informal sector,’ she said.
Through Serang Regent Regulation Number 59 of 2025 concerning the Implementation of the Employment Social Security Programme, the Serang Regency Government ensures that every village provides Work Accident Insurance (JKK) and Death Insurance (JKM) protection to 100 vulnerable workers in its area.
Director of Membership at BPJS Ketenagakerjaan, Agung Nugroho, appreciated the Serang Regency Government’s initiative to collaborate with village administrations in expanding protection for vulnerable workers. ‘We appreciate the Serang Regency Government’s initiative, which places the protection of vulnerable workers as a regional development priority. This programme shows that villages are not just objects of development but also play a crucial part in providing protection for working communities,’ Agung said.
The Serang Regency Government’s efforts to protect vulnerable workers are not new. In 2025, the government provided employment social security protection to 21,234 neighbourhood and community unit heads, Village Consultative Body members, Posyandu cadres, and vulnerable workers through the regional budget.
Currently, Serang Regency has a potential workforce of 752,700 people. As of the first semester of 2026, 337,701 workers, or 44.84 percent, have been covered by BPJS Ketenagakerjaan programmes. This means approximately 415,000 workers still lack employment social security protection. Behind these figures are farmers, fishermen, small traders, daily labourers, drivers, micro, small, and medium enterprise actors, and other informal workers who work daily to support their families. They have an equal right to obtain employment social security protection when facing the risks of work accidents or death.
The expansion of this protection is expected to further enhance the benefits felt by the community. Throughout the first semester of 2026, BPJS Ketenagakerjaan disbursed benefits totalling IDR 273.67 billion to 21,565 beneficiaries in Serang Regency. These benefits included Old Age Security, Work Accident Insurance, Death Insurance, Pension Security, and 556 scholarships for participants’ children. This data demonstrates that employment social security not only provides protection when risks occur but also serves as an important instrument in maintaining the economic sustainability of workers’ families.
Agung added that the collaboration between the Serang Regency Government, village administrations, and BPJS Ketenagakerjaan is a strategic step towards achieving Universal Coverage for Employment Social Security. ‘We believe the 1 Village 100 Vulnerable Workers Programme has the potential to become a national best practice in expanding village-based protection for vulnerable workers. We hope this movement continues to grow so that more workers are protected and the goal of Universal Coverage for Employment Social Security in Serang Regency can soon be realised,’ Agung concluded.
