Serang Mayor to Summon Part-Time Contract Teachers to Address Salary Issues
Serang Mayor Budi Rustandi will summon part-time contracted government teacher (P3K) employees to discuss salary issues. Budi seeks to clarify the matter of inadequate salaries for part-time P3K teachers, with some reportedly unpaid.
Budi Rustandi stated that the Serang City Government (Pemkot) has provided salary subsidies for part-time P3K teachers through School Operational Assistance (BOS) funding. The city government, he said, has assisted with payment to 330 teachers to supplement shortfalls from BOS allocations.
Regarding data from the Education and Teachers Union (P2G) indicating 954 part-time P3K employees, Budi said he would verify this. However, he stated that city government data shows 330 teachers have received payments.
“We will use our data. On Monday (2 March) I will meet with the teachers. These 330—are they covered because BOS doesn’t cover them, or are they purely 330?” Budi said on Friday (27 February 2026).
Budi explained that schools are only permitted to use a maximum of 20 percent of BOS funds to pay teacher salaries. Therefore, the city government will increase budget allocations to improve the salary adequacy of part-time P3K teachers.
According to Budi, part-time P3K teachers receive Rp 900,000 to Rp 1 million monthly under current regulations. However, he is being pressed to increase these amounts whilst facing budget constraints.
“Rp 900,000 to Rp 1 million if I’m not mistaken according to regulations. But we are also instructed to hire P3K teachers, whilst on the other hand we must reduce personnel spending in the municipal budget. This is a dilemma. On one side we must reduce, on the other we’re asked to increase,” he said.
Budi stated that his office is committed to resolving part-time P3K teacher salary issues. Nevertheless, he noted that the appointment of part-time P3K teachers in October was intended to secure employee status.
“So we’re proceeding as things are for now. Later we will gather everyone and improve matters. The important thing is that no one goes completely unpaid; that’s false news,” he said.
Previously, P2G received reports from part-time P3K teachers in Serang regarding salary problems. P2G stated that some teachers received only approximately Rp 130,000 monthly from BOS funding.
Iman Zanatul Haeri, Head of Teacher Advocacy at P2G, stated that there are 954 teachers and education personnel (tendik) employed as part-time P3K in Serang City. They were inaugurated by Serang City Government on 23 October 2025.
“954 teachers and education personnel in Serang City were symbolically inaugurated as part-time P3K on 23 October 2025, but to date have not received official appointment letters,” said Iman on Thursday (26 February).
According to him, since January 2026 the teachers have received minimal salaries with varying amounts ranging from Rp 130,000 to Rp 960,000 monthly.
“Because appointment letters have not been issued, they are paid using BOS funding with very low and fluctuating amounts, ranging between Rp 130,000 and Rp 960,000 monthly,” he said.
“Some remain unpaid, and some claim they have yet to receive payment,” he added.
