Jakarta — Samuel Abrijani Pangerapan, Director General of Information Technology Applications at the Ministry of Communication and Informatics from 2016 to 2024, will face a verdict hearing for the alleged corruption case involving the National Data Centre (PDNS) at the Corruption Court on Jakarta Central District Court on Tuesday.

The verdict hearing will be chaired by presiding judge Lucy Ermawati and is scheduled to take place in courtroom Wirjono Prodjodikoro 2.

Samuel has been charged with seven years imprisonment in relation to the case, along with a fine of Rp750 million, with a subsidiary sentence of 165 days imprisonment if the fine is not paid. He is also required to pay replacement funds amounting to Rp6 billion, which has been deducted from Samuel’s assets that have been seized in the case.

In the same hearing, four other defendants face charges: Alfi Asman, Director of Business at PT Aplikanusa Lintasarta from 2014 to 2022, faces seven years imprisonment and a fine of Rp750 million with a subsidiary sentence of 165 days imprisonment.

Bambang Dwi Anggono, Director of Government Information Technology Application Services at the Directorate General of Information Technology Applications at the Ministry of Communication and Informatics from 2019 to 2023, faces 10 years imprisonment, a fine of Rp750 million with a subsidiary sentence of 165 days imprisonment, and replacement funds of Rp3 billion with a subsidiary sentence of four years imprisonment.

Nova Zanda, Commitment-Making Official for goods or services procurement and PDNS management at the Ministry of Communication and Informatics from 2020 to 2022, faces six years imprisonment and a fine of Rp750 million with a subsidiary sentence of 165 days imprisonment.

Pini Panggar Agusti, Account Manager at PT Dokotel Teknologi from 2017 to 2021, faces eight years imprisonment, a fine of Rp750 million with a subsidiary sentence of 165 days imprisonment, and replacement funds of Rp1 billion with a subsidiary sentence of two years imprisonment.

In the alleged corruption case involving goods and services procurement and PDNS management at the Ministry of Communication and Informatics from 2020 to 2022, Samuel is accused of receiving bribes totalling Rp6 billion. The funds were allegedly received from Alfi in exchange for PT Aplikanusa Lintasarta being selected for several projects.

PT Aplikanusa Lintasarta was appointed as the service provider for other procurement projects, e-service infrastructure provider in 2020, PDNS project in 2021, and PDNS project in 2022 at the Ministry of Communication and Informatics.

As a result of Samuel’s actions together with Alfi and other defendants in the case, the prosecution revealed that the state suffered losses of Rp140.86 billion due to the enrichment of PT Aplikanusa Lintasarta.

For their actions, Samuel and Bambang face charges under Article 2 paragraph (1) or Article 3 paragraph (1) or Article 5 paragraph (2) read together with Article 18 paragraph (1) read together with Article 5 paragraph (1) letter b of Law Number 31 Year 1999 concerning the Eradication of Corruption Offences as amended and supplemented by Law Number 20 Year 2001 read together with Article 55 paragraph (1) number 1 of the Criminal Code.

Alfi is charged with violating Article 2 paragraph (1) or Article 3 paragraph (1) or Article 5 paragraph (1) letter b read together with Article 18 paragraph (1) of the Law concerning the Eradication of Corruption Offences read together with Article 55 paragraph (1) number 1 of the Criminal Code.

Nova and Pini face charges under Article 2 paragraph (1) or Article 3 paragraph (1) read together with Article 18 paragraph (1) of the Law concerning the Eradication of Corruption Offences read together with Article 55 paragraph (1) number 1 of the Criminal Code.
