Jakarta (ANTARA) - Semuel Abrijani Pangerapan, Director General of Informatics Applications at the Ministry of Communication and Informatics for the period 2016-2024, has been charged with a 7-year prison sentence in connection with the alleged corruption case of the Provisional National Data Center (PDNS).

The public prosecutor from the Attorney General’s Office, Muhammad Fadil Paramajeng, believes that Semuel has been proven guilty of committing corruption together with others.

“The act was carried out by committing an act of enriching oneself or another person or a corporation, resulting in financial losses to the state,” said the prosecutor during the reading of the indictment at the Corruption Court at the Central Jakarta District Court, Thursday.

In addition to the prison sentence, the prosecutor also demanded that Semuel be subject to a fine of Rp750 million, with the provision that if it is not paid, it will be replaced with 165 days of imprisonment.

Semuel was also ordered to pay compensation of Rp6 billion, which has been deducted from Semuel’s assets that have been confiscated in the case.

In the same trial, there were also four other defendants whose indictments were read, namely Alfi Asman, Director of Business at PT Aplikanusa Lintasarta for the period 2014-2022, who was charged with a 7-year prison sentence and a fine of Rp750 million or 165 days of imprisonment.

Then, Bambang Dwi Anggono, Director of Government Informatics Application Services at the Directorate General of Aptika, Ministry of Communication and Informatics for the period 2019-2023, who was charged with a prison sentence of 10 years, a fine of Rp750 million or 165 days of imprisonment, and compensation of Rp3 billion or 4 years of imprisonment.

There was also Nova Zanda, the Implementing Officer (PPK) in the procurement of goods or services and management of PDNS at the Ministry of Communication and Informatics for the period 2020-2022, who was charged with a prison sentence of 6 years and a fine of Rp750 million or 165 days of imprisonment.

Then, Pini Panggar Agusti, Account Manager of PT Dokotel Teknologi for the period 2017-2021, was charged with 8 years of imprisonment, a fine of Rp750 million or 165 days of imprisonment, and compensation of Rp1 billion or 2 years of imprisonment.

For their actions, the defendants were found guilty of violating Article 603 in conjunction with Article 20 paragraph c of the National Criminal Code in conjunction with Article 18 of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended and supplemented by Law Number 20 of 2001.

In the alleged corruption case in the procurement of goods and services and the management of the Provisional National Data Center (PDNS) at the Ministry of Communication and Informatics for the period 2020-2022, Semuel is suspected of receiving a bribe of Rp6 billion.

The money was received from Alfi as a reward for the appointment of PT Aplikanusa Lintasarta in several projects.

It was mentioned that PT Aplikanusa Lintasarta was appointed as the provider of other service procurement projects, the provider of e-service infrastructure in 2020, the PDNS project in 2021, and the PDNS project in 2022 at the Ministry of Communication and Informatics.

As a result of the actions of Semuel, Alfi and the other defendants in the case, the prosecutor revealed that the state suffered losses of Rp140.86 billion due to the enrichment of PT Aplikanusa Lintasarta.
