Semarang City PDAM Assures Services Unaffected by PTUN Ruling
Semarang (ANTARA) - The Regional Drinking Water Company (PDAM) Tirta Moedal of Semarang City has assured that clean water services to customers are not affected by the legal dispute that culminated in a State Administrative Court (PTUN) ruling.
PDAM Tirta Moedal’s Managing Director, Ady Setiawan, in Semarang on Thursday (23/4), explained that the company’s operations are not impacted by the legal issue, with customer services remaining the top priority.
“There is the owner, and then there are the former directors. This agency conflict is actually outside of management. It is a conflict between the Semarang City Government and a third party,” said Wawan, his familiar nickname.
The Semarang PTUN granted a lawsuit by three former PDAM Tirta Moedal directors regarding their dismissal by Semarang Mayor Agustina Wilujeng Pramestuti, declaring the dismissal decree (SK) dated 9 October 2025 invalid.
According to him, policy authority and legal aspects in the regional company’s structure lie with the Semarang City Government, so all legal processes are fully handed over to the capital owner.
“Authority lies with the city government. We respect the ongoing process and will support if needed, including providing data or evidence related to management legality,” he said.
He emphasised that the entire PDAM Tirta Moedal management has committed to focusing on their respective main duties and functions (tupoksi).
“Matters not technically related are outside our capacity. I ask all parties to properly position this conflict to avoid speculation that could hinder public services,” he said.
Currently, said Wawan, PDAM Tirta Moedal is carrying out the company’s main priority in maintaining the continuity and sustainability of drinking water services for Semarang City residents.
He also urged the public not to be influenced by unverified issues, as such speculation could undermine trust in public services.
“We do not want opinions to emerge that disrupt services. All levels have committed to keeping services optimal,” he said.
In fact, he said, the complaint channels provided to facilitate public grievances are still running well and will be promptly addressed.
Previously, the case numbered 100/G/2025/PTUN.SMG was filed by E Yudi Indarto, Muhammad Indra Gunawan, and Anom Guritno, who previously served as PDAM directors for the 2024–2029 period based on Semarang Mayor’s Decree Number 500/804/2024.
In the decision’s ruling, the panel of judges granted all of the plaintiffs’ claims, declaring invalid three Semarang Mayor’s Decrees as the Capital Owner’s Representative (KPM) that regulated the dismissal of the Managing Director, General Director, and Technical Director of PDAM Tirta Moedal.
In addition, the court obliged the defendant to revoke all dismissal decrees, rehabilitate the positions, dignity, and honour of the plaintiffs to their original positions or equivalent, and pay court costs of Rp308,000.
