In line with that, Minister of State Apparatus Utilization and Bureaucratic Reform (PANRB) Rini Widyantini was one of the women recognised in this programme.

Rini Widyantini has served as Minister of PANRB since (21/10/2024) and is the first woman to hold that position in Indonesia. She is a career bureaucrat who began her service in the Ministry of PANRB in the 1990s, with a career path starting from Policy Analyst, Head of Division, Assistant Deputy, Deputy for Institutions and Governance (2013-2021), to Secretary of the Ministry of PANRB (2022-2024).

In bureaucratic reform, Rini has promoted the strengthening of Gender Mainstreaming (PUG) as part of government governance. The implementation of this policy is evident in the representation of women in high-level leadership positions, which has reached more than 17% in her institution, as well as the strengthening of affirmative and social inclusion policies within the civil service apparatus.

This PUG also forms part of the national development agenda in the RPJPN 2025-2045, realised through various policies to strengthen the strategic role of women in government organisations. In addition, Rini supports the Indonesian Women’s High Leadership Association (IPIMTI) as an ecosystem for strengthening women’s roles in bureaucratic reform.

In the interview with detikPagi, Rini emphasised the importance of improving the quality of public services in the bureaucracy sector and that the success of the bureaucracy lies in public satisfaction.

“If we already feel satisfied, we won’t see what the public’s needs are. So we must continue to innovate. I want it so that if the public can easily access services without hassle, it means the bureaucracy is in order. But if it’s still difficult, it means I have a lot of homework left,” said Rini Widyantini, quoted from detikPagi, Wednesday (6/5/2026).

Regarding gender equality, Rini highlighted the importance of women having the courage to make their own life choices and having control over their own lives without pressure.

“We go back to Kartini. Her slogan is simple: whether you want to or not. We must have the desire first, have principles, what we want to do. Don’t let others determine our lives. We must determine ourselves,” she asserted.

Rini also assessed that the space for equality is now more open through a fairer system and the importance of building an inclusive work ecosystem.

“Now the space is open, the laws regulate it with a merit system. It’s just up to us whether we want to or not, and how we give meaning wherever we are. All of us, regardless of gender, must build the ecosystem together. Domestic work is not the responsibility of one party alone,” she stated.

Closing her remarks, Rini reaffirmed the importance of collaboration and equal opportunities.

“Everyone is equal, everyone can create, and everyone can become anything,” she concluded.
