JAKARTA, KOMPAS.com - While a number of ministry offices, institutions, and regional governments (pemda) appeared empty on Friday (24/4/2026), many other people continued to carry out their work routines on that day. It turns out that the work-from-home (WFH) policy every Friday is not a policy that can be experienced by all workers. The WFH, which first started on Friday (10/4/2026), is a policy created by the government to reduce energy usage following the conflict in the Middle East. Which sectors are excluded from this policy aimed at energy efficiency? In the implementation of the WFH policy, there are several service sectors that are excluded from the work-from-home arrangement. Interior Minister (Mendagri) Tito Karnavian explained that the government considers these sectors to require the physical presence of personnel because they are directly related to the basic needs of the community. Several services that are still required to operate fully from the office include the emergency sector, preparedness, public tranquillity, and general order. “Then waste cleanliness, population affairs, licensing, health, education, regional revenue, and other public services,” Tito clarified during a virtual press conference on Tuesday (31/3/2026). At the provincial level, high-ranking officials at madya and pratama levels are still required to work from the office even though the WFH policy is applied to civil servants (ASN). “So this includes leaders at the provincial level, for example, high-ranking madya positions at echelon one, then echelon two pratama,” said Tito. Meanwhile, at the district/city level, the WFH exemption also applies to high-ranking pratama officials, administrators or echelon III, district heads, sub-district heads, up to village heads. In addition to structural officials, several public service units are also not included in the work-from-home policy every Friday.
