Jakarta, VIVA – The development of the secondary market is seen as a new catalyst for the growth of the property industry going forward. It also opens broader opportunities for people to own homes at more affordable prices with more certain legality.

A member of the Housing Task Force, Panangian Simanungkalit, said the second-hand market has great growth potential due to the limited supply of new homes compared with the annual rise in housing demand. He views the secondary market as a solution to expand access to home ownership amid the national housing backlog.

‘Property is currently on track because there is momentum from the second-hand market entering the secondary market. This represents a major opportunity especially for Gen Z to begin entering the property market with clear legality and still-competitive prices,’ Panangian said, quoted from his statement, Wednesday, 20 May 2026.

According to Panangian, second-hand homes are usually located in premium locations with prices from decades ago. ‘In other words, we buy the land and we’re already earning,’ Panangian said.

In the near term, Panangian continued, tens of thousands of second-hand assets will be released through an auction mechanism, expected to be among the largest in several years. The properties marketed include a range of segments from subsidised housing, commercial housing, apartments to plots with varying price ranges.

‘The second-hand market is attractive because most assets are already in vibrant areas, with infrastructure in place, and land prices continuing to rise. In terms of investment and housing, the potential remains very large,’ he said.

He added that the homes to be marketed have also undergone due diligence of legality so the public need not worry about administration or ownership status. Additionally, there will be a dedicated Mortgage Financing scheme (KPR) designed for people who wish to buy a second-hand home on credit.

Panangian is optimistic that strengthening the secondary market will have a positive impact on the national housing industry as a whole, including improving liquidity in the property market and widening housing options for the public.
