Scrutinised by KPK, NTB Inspectorate to Audit Thousands of DPRD Budget Proposals
The West Nusa Tenggara (NTB) Provincial Inspectorate is preparing to scrutinise thousands of ‘Pokok-Pokok Pikiran’ (Pokir) packages from the NTB Regional House of Representatives (DPRD). This move follows findings and directives from the Corruption Eradication Commission (KPK) regarding the governance of the DPRD’s Pokir programmes.
The Inspector of the NTB Inspectorate, Budi Herman, revealed that one of the key issues highlighted by the KPK is the execution of Pokir projects realised outside of members’ respective constituencies (Dapil). Herman also emphasised that Pokir requests must be submitted before the Regional Development Planning Deliberation (Musrenbang).
“The requirements include submission before Musrenbang, avoiding cross-constituency allocations, ensuring alignment with objectives, and basing projects on recess results. We are following these evaluation results,” Herman stated on Wednesday (9/9/2026).
Budi noted that the Inspectorate will commence audits and monitoring starting Thursday (10/9). He explained that this evaluation refers to nine primary governance requirements and evaluation criteria for Pokir programmes, which have been mutually agreed upon by the KPK, the provincial government, and the regency/city governments.
According to him, these nine indicators serve as the absolute reference for the Inspectorate to oversee Pokir programmes that potentially violate regulations. He stressed that Pokir programmes must not suddenly appear mid-process or cross into territories outside a DPRD member’s constituency without valid technical considerations.
Herman mentioned that there are approximately 2,000 Pokir packages already implemented or scheduled for the 2026 Regional Revenue and Expenditure Budget (APBD). “From the 2026 original APBD and the amended APBD, there are over 2,000 packages,” he said.
Despite the challenge of dissecting thousands of files prone to public controversy, the Inspectorate is committed to completing this evaluation objectively and accountably to improve the regional budget structure before the end of the fiscal year.
“The focus is on Governance and Evaluation. We must approach this thoroughly,” he concluded.
Previously, the Chairperson of the NTB DPRD, Baiq Isvie Rupaeda, stated that the implementation of Pokir programmes by all members executed outside their constituencies would be reviewed. This step was taken following scrutiny from the KPK during the Coordination Meeting for the Monitoring and Evaluation of NTB Local Government Governance on Wednesday (2/9).
“It is no longer permitted; it is no longer allowed. And I can ensure there are none currently (outside constituencies),” said Isvie.
Isvie added that this measure is intended to ensure transparent and targeted regional budget allocation. She noted that the evaluation conducted alongside the KPK serves as the primary foundation for a comprehensive systemic overhaul.
