This is due to 42% of travellers still not having returned to their places of work, predicting a second return wave in 2026 on several Java Island toll road sections. Additionally, the main purpose is to maintain the safety of road users. The second wave return flow will implement one-way from the Semarang-Solo toll at KM 421 directly to the Jakarta-Cikampek toll at KM 70, starting on Monday, 23 March 2026 at 12:00 WIB until Sunday, 29 March 2026 at 24:00 WIB. Contraflow for the return flow will be implemented on the Jakarta-Cikampek toll from KM 70 towards KM 47. Besides the Jakarta-Cikampek toll, the Jagorawi toll will implement contraflow at KM 21 (Gunung Putri) to KM 8 (Cipayung) on 24 March 2026 and 29 March 2026 from 14:00–19:00 WIB. During the second return wave from 23–29 March 2026, odd-even rules will be applied from the Semarang-Batang toll at KM 414 towards the Jakarta-Cikampek toll at KM 47, as well as from the Tangerang-Merak toll at KM 98 towards KM 31.
