Saudi Arabia Tightens Umrah Services During Ramadhan; Indonesian Hajj Ministry Demands Tour Operators Comply
JAKARTA — The Government of the Kingdom of Saudi Arabia has called upon umrah pilgrims during the holy month of Ramadhan 1447 H to pay attention to the pilgrim service packages, particularly catering arrangements, by considering food availability and hygiene standards. Saudi Arabia has also requested that travel operators verify hotel availability during pilgrims’ stays.
Puji Raharjo, the Director General of Hajj and Umrah Organisation at Indonesia’s Ministry of Hajj and Umrah, stated that this policy aims to ensure the safety and comfort of Indonesian pilgrims whilst performing their religious duties in the Holy Land.
“The Saudi Government wants to ensure that all pilgrims receive clear and guaranteed services, particularly during the peak Ramadhan season. Therefore, umrah organisers (PPIU) must comply with the established service package regulations,” said Puji Raharjo in Jakarta on Friday (27/2/2026).
He explained that the letter signed by the Saudi Minister of Hajj and Umrah contained several important points that must be met by umrah organisers in Indonesia.
First, every umrah package must clearly state catering services. This requirement is intended to guarantee the availability of food for pilgrims whilst in the Holy Land.
Second, pilgrims are not permitted to depart for Saudi Arabia without a verified and approved umrah package. The package must include all essential service components to ensure pilgrim safety and service quality.
Third, umrah organisers are requested to monitor the condition of pilgrims whilst in Saudi Arabia through coordination with partner agencies. Additionally, there must be evidence of accommodation bookings at official hotels registered with the Saudi Ministry of Tourism.
