Saudi Arabia: Fines of 20,000 Riyal for Performing Hajj Without Permit

The Saudi Arabian Ministry of Interior confirmed on Sunday (17/5) that fines of up to SAR 20,000 (approximately Rp93 million) will be imposed on anyone found performing or attempting to perform the Hajj pilgrimage without a permit. Residents and those who violate visa validity and attempt to perform Hajj illegally will also be deported to their home countries and prohibited from re-entering the Kingdom of Saudi Arabia for 10 years. These penalties will be in effect from the first day of Dzul Qi’dah (19 April 2026) until the end of Dzul Hijjah on the 14th (1 June 2026). The Ministry urged everyone to comply with the regulations governing this year’s Hajj season and to cooperate with the relevant authorities to ensure the safety and security of pilgrims, noting that violations will be subject to legal sanctions. The Ministry also called on the public to report violations by contacting 911 in the Makkah, Riyadh, and Eastern provinces, and 999 in all other regions of the Kingdom of Saudi Arabia.
