Satria: WFH Not Good for Klungkung Regency Government Chasing PAD Targets
Regent of Klungkung, I Made Satria, has revealed that the work-from-home (WFH) policy for civil servants (ASN) is not beneficial for his administration. This is because the Klungkung Regency Government is currently pursuing its local original revenue (PAD) targets.
“Honestly, for us who are still chasing targets, WFH is actually not good. However, since this is a directive from the central government to efficiently manage energy, budgets, and other matters, we will endeavour to adapt,” Satria told reporters on Friday (10/4/2026).
Satria explained that several adjustments are very necessary in implementing WFH, particularly for regional agencies that provide direct services to the public and those that must work hard to achieve targets.
The politician from the Indonesian Democratic Party of Struggle (PDIP) revealed that regional agencies, such as the Klungkung Regional Revenue Agency (Bapenda), are busy optimising PAD sources.
“This is something we need to adjust as well. When we want to chase targets to optimise our still small revenue sources, if we reduce their working hours, we could fall far behind later,” Satria clarified.
According to Satria, there are many fuel efficiency efforts that could be implemented besides WFH. For example, asking ASN to use bicycles or walk to the office. This could be very effective, considering the relatively small urban area of Klungkung. The distance from employees’ homes to their workplaces is mostly very close.
“We haven’t thought about it that far yet, but it’s possible. When we implement it on the first day, we will see where the problems are. From there, we can make improvements going forward,” Satria explained.
Observations by detikBali at several regional device organisations (OPD) showed that echelon IV staff or employees who should be WFH were still coming to the office. One of them was at the Klungkung DPRD Office. Staff from the Klungkung DPRD Secretariat were seen entering and handling plenary meeting activities.
Regarding this, the Acting Head of the Personnel and Human Resources Development Agency (BKPSDM) of Klungkung, AA Istri Alit Pramawati, explained that ASN on WFH are asked to maximise the use of electronic-based government systems (SPBE). Furthermore, to prioritise the implementation of meetings, technical guidance, seminars, training, or other meetings online or hybrid.
“ASN are also required to be responsive to communications via WhatsApp, telephone, or virtual office applications,” Pramawati clarified.
Bali Provincial ASN Urged to Use Public Transport or Electric Vehicles
Meanwhile, civil servants (ASN) of the Bali Provincial Government are urged to use public transport (transum) or electric vehicles when going to the office. This is also one of the efforts to efficiency energy. This is regulated in the Governor of Bali’s Circular Letter (SE) Number 8 of 2026 on the Transformation of ASN Work Culture.
Head of the Bali Transportation Office, I Kadek Mudarta, explained that employees who have electric vehicles should use them when going to the office.
“So, employees will certainly see the possibility of using public transport; those who already have electric vehicles will adjust accordingly,” Mudarta said on Friday (10/4/2026).
Mudarta explained that the circular letter is in the form of an exhortation and not mandatory. As a result, all employees can adjust to their conditions. Employees whose homes are on public transport routes can use public transport when going to the office.
“The context of encouraging the use of public transport and electric vehicles is in the context of supporting energy efficiency, so it is hoped that ASN in the Provincial Government will also support those steps,” Mudarta clarified.
That habit does not have to be done during working hours. Mudarta gave an example of himself using public transport, the Trans Metro Dewata bus, when on holiday to Sanur with his family. “We also hope that friends in the Transportation Office will lead by example,” Mudarta emphasised.
