Satgas PRR Data: Less Than 0.1 Percent of the Population Still in Evacuation Tents
The Task Force for Accelerating Post-Disaster Rehabilitation and Reconstruction (Satgas PRR) in the Sumatra region has no respite from addressing the needs of affected communities still residing in evacuation tents. As of 26 March 2026, records show 43 households or 171 individuals still displaced in shelters made of tarpaulin. All these evacuees are located in Aceh Tamiang Regency with 26 households or 96 people, and Bireuen Regency with 17 households or 75 people. Meanwhile, North Sumatra and West Sumatra Provinces have had no evacuees since before Eid al-Fitr. The Interior Minister and Head of Satgas PRR, Tito Karnavian, has prepared solutions to relocate the 26 families to temporary habitable housing targeted within two weeks. The 17 families in Bireuen Regency will be provided with permanent housing as per local community requests, although the process is expected to take considerable time. In the interim, Satgas provides Housing Waiting Funds (DTH) of Rp 1.8 million per three months. “To address this issue, BNPB should just accelerate the construction of temporary and permanent housing,” said Tito during a Hearing with Commission II of the Indonesian House of Representatives at the parliamentary complex on Monday, 30 March 2026. The 171 evacuees still in tents require immediate attention. However, this situation also reflects the achievements of Satgas PRR. During the emergency response period in December 2025, the number of evacuees once reached 2,108,582 people. Satgas PRR began operations from early January through Presidential Decree of the Republic of Indonesia Number 1 of 2026. In just around 40 working days, the number of evacuees had decreased to 12,994 people by 17 February 2026, with 992 in Aceh Tamiang. Thus, from the beginning to the current period, Satgas PRR’s performance has reduced the number of evacuees by approximately 99.99 percent, nearly reaching 100 percent. As conveyed by Deputy Head of Satgas Tito, the relocation process runs parallel with the construction of temporary housing (huntara). To date, Satgas PRR has realised the construction of 16,312 units out of a target of 19,341 units, or about 84 percent. The acceleration of this construction continues to be intensified during the Ramadan month. As many as 14,362 huntara units have been completed and occupied. Meanwhile, some others are still delayed for habitation due to technical issues, such as incomplete sanitation facilities, water, and electricity. In Aceh Tamiang Regency, out of 2,554 units completed, 2,229 units were occupied as of 26 March 2026. Thus, there are 325 huntara units unoccupied and efforts are ongoing to accelerate their utilisation. In addition to providing decent and safe housing, the Ministry of Social Affairs, also part of Satgas PRR, is distributing various social assistance including livelihood guarantees, economic stimulus, and housing furnishings. The details include housing furnishing assistance of Rp 3 million per household, social economic stimulus assistance of Rp 5 million per family, and livelihood guarantees of Rp 450,000 per person per month for three months. Currently, 67,886 households have been validated in 56 regencies across the three affected provinces: Aceh, North Sumatra, and West Sumatra. The total budget prepared reaches Rp 878.68 billion, comprising Rp 203.56 billion for housing furnishing assistance, Rp 339.43 billion for economic stimulus, and Rp 335.59 billion for livelihood guarantees. The number of affected households remains dynamic, depending on data collection by the affected regional governments. In the distribution process, the Ministry of Social Affairs uses the services of PT Pos Indonesia with three methods. First, recipients collect assistance at post offices. Second, payments are made collectively in communities, such as at village or hamlet offices, and sub-district and district offices. Third, for elderly or ill recipients, assistance is delivered directly to their residences. PT Pos Indonesia will utilise 454 offices spread across the three affected provinces. Based on Satgas PRR data as of 29 March 2026, the realisation of livelihood guarantee assistance has reached 54,585 households with a total budget of Rp 272,641,050,000. This comprises 42,540 households in Aceh with assistance value of Rp 203,696,550,000, 10,235 households in North Sumatra worth Rp 53,759,160,000, and 1,794 households in West Sumatra totalling Rp 15,044,400,000. This means the government has distributed 80.4 percent of livelihood guarantee assistance to disaster-affected communities. Meanwhile, economic stimulus and housing furnishing assistance has been realised for 35,780 households with total funds of Rp 107,340,000,000. The breakdown includes 30,770 households in Aceh with assistance value of Rp 94,810,000,000, 2,175 households in North Sumatra worth Rp 6,510,000,000, and 3,352 households in West Sumatra totalling Rp 10,056,000,000. Thus, 52.7 percent of the community has also benefited from this assistance. These data also refute reports claiming many people in Aceh are still neglected. Through PCNU Aceh Tamiang, the information stated that 70 percent of the community are still evacuees and assistance has not been distributed evenly. Through Satgas PRR, the 70 percent figure is considered inaccurate. The government has been present from the first moment of the disaster among the residents, ensuring assistance reaches needed locations. Even President Prabowo Subianto has visited the field several times, inspecting conditions in Aceh, North Sumatra, and West Sumatra.
