SAPA UMKM Enables Accurate, Integrated Data to Boost the Effectiveness of the Empowerment Programme
The Ministry of Cooperatives and SMEs, together with the Ministry of National Development Planning (Bappenas), conducted a soft launch of the SAPA UMKM Application in Jakarta on Thursday, 21 May, to support the Prosperity for the People Programme (Pro-Kesra) and to realise an integrated ecosystem of UMKM services. Industry Minister Maman Abdurrahman stated that data on tens of millions of UMKM owned by the government has long been static and does not fully reflect the real needs of UMKM entrepreneurs on the ground. Therefore, the government aims to present a more dynamic data system so that every policy and programme can be more accurately targeted. “Through SAPA UMKM, we aim to turn the static data collected so far into data that is dynamic and continually updated. In this way, every government decision and policy will truly align with the needs of UMKM entrepreneurs,” he said. The introduction of this application is a strategic step by the government towards realising a single accurate, up-to-date, and integrated UMKM data system to strengthen the effectiveness of empowerment programmes and to boost local economic growth. Strengthening governance and updating UMKM data is regarded as a crucial foundation for data-driven policy development. SAPA UMKM not only integrates various UMKM data sources but also connects diverse empowerment services that have so far been dispersed across ministries, agencies, local governments, and other stakeholders. Maman likened SAPA UMKM to “sugar and ants.” According to him, the government must become a central service hub capable of attracting UMKM entrepreneurs to gather and connect within a single integrated ecosystem. Until now, the government has been seen as too focused on approaching UMKM entrepreneurs one by one, spread across regions and sectors, while the number of UMKM in Indonesia reaches tens of millions. “Therefore, we are changing the service approach through the development of SAPA UMKM, which will become the hub for the various needs of UMKM,” he added. He further explained that SAPA UMKM will strengthen various aspects of business development, ranging from data management, access to financing and incentives, marketing and collaboration, to strengthening the supply chain, partnerships, and one-stop services. “In addition to functioning as a single information system for data collection and mapping potential UMKM, SAPA UMKM will also integrate various business needs within one application, from licensing (OSS), certification, training, connecting with suppliers, logistics, large industries, state-owned enterprises (BUMN), and other business ecosystems,” said Maman. Furthermore, SAPA UMKM is expected to ensure that every UMKM entrepreneur gains easier and more targeted access to financing, mentoring, and business protection. The government is also encouraging UMKM to become more connected with the digital ecosystem to expand market reach and increase business competitiveness. At the same event, PPN Minister/Head of Bappenas Rachmat Pambudy stated that SAPA UMKM is expected to address a range of challenges still faced by UMKM entrepreneurs, from limited market access, financing, logistics, to technology. “SAPA UMKM can become a integrated service platform for UMKM entrepreneurs, as part of digital transformation of UMKM empowerment. The platform connects UMKM with various government programmes, services, and facilities in a single channel,” said Rachmat. In developing SAPA UMKM, the Ministry of PPN/Bappenas plays a role in ensuring data and empowerment programmes can be connected across ministries/agencies and other parties. Through a single integrated channel, UMKM entrepreneurs are expected to more easily obtain business support, while the government can more accurately identify UMKM needs so programmes delivered are more targeted. The SAPA UMKM application also includes a range of service features to support business development. These features include Digital Bookkeeping to help digital recording of cash flows, UMKM Market to open market access, Legal Services to support business licensing, and access to Financing for UMKM entrepreneurs. In addition, there are Certification services to support standardisation of businesses, Business Insights to help UMKM understand trends and opportunities, UMKM Community to open up collaboration opportunities, and Sapa Konsul which provides legal consultation and business development guidance.
