The matter of replacing the red plate of an official vehicle with a white civilian plate while holidaying in Puncak, Bogor, has had lasting repercussions. Sanctions now await the DKI Jakarta civil servant who took the official vehicle on the trip.

The issue of the official vehicle with its plate changed to white went viral on social media last Sunday (5/4). At that time, police stopped the vehicle.

In a circulating video viewed by detikcom, a black minibus with number plate B-1732-PQG can be seen driving along a busy main road. The minibus, carrying several people, was recorded on Jalan Raya Puncak, Bogor.

The viral video shows police officers asking the driver to pull over and requesting the vehicle’s documents. The police also asked about the original colour of the vehicle’s number plate.

In the viral video, the driver admits that the vehicle’s original red plate had been replaced with a white one. The man says he did this to avoid attracting attention from locals.

Another scene in the video shows the driver changing the number plate back to red. The driver appears to receive only a warning, and the fake white plate is confiscated by the police to prevent reuse.

“I took that plate (the fake number plate); if not, it might be put back on, right? Don’t do it. If it’s DKI provincial property, use the DKI provincial one, just be straightforward, sir. Why change it like this?” says the police officer in the viral video.

Bogor Police Traffic Unit Chief Iptu Afif Widhi Ananto says the moment in the viral video recording occurred on Jalan Raya Puncak, Cisarua Subdistrict, Bogor Regency. The driver’s actions were uncovered after police checked the vehicle documents.

“Upon checking the vehicle data, it turned out the plate should be red according to the registration, but the one fitted was white,” Afif said when contacted on Monday (6/4).

“(The driver’s purpose) was tourism,” he added.

Afif stated that the driver is suspected of violating Law No. 22 of 2009, Article 280 and Article 68 paragraph (1) regarding the obligation to use official number plates. After being educated, the driver received a reprimand, and the fake plate was confiscated.

“True, the number plate colour was wrong, violating Law No. 22 of 2009, Article 280 and Article 68 paragraph (1). The officers gave the driver a reprimand and asked him to replace the plate with the original red one. After it was replaced and checked to be correct, the vehicle was allowed to continue its journey,” Afif explained.

Civil Servant Driver Sanctioned

Meanwhile, DKI Jakarta Governor Pramono Anung has spoken out on the matter. Pramono emphasised that the civil servant in question has been dealt with.

“I happened to see it myself, and earlier the Secretary General also reported it; we will definitely give a reprimand for that. It’s not allowed,” Pramono said at Jakarta City Hall on Tuesday (7/4).

Pramono stressed there is no tolerance for civil servants who misuse official vehicles, including changing number plates to avoid scrutiny. He reminded them to use official vehicles for their intended purposes.

“If in Jakarta we do that, we won’t tolerate it. If it has to be an official vehicle trip, then use the official vehicle,” he said firmly.

He also touched on the difference between using official vehicles and private ones, which must be followed according to the rules. In his view, changing the plate creates a negative impression in society.

“But if the vehicle is changed from a white plate to red or vice versa, it’s very obvious,” Pram said.

Meanwhile, DKI Jakarta Secretary General Uus Kuswanto explained that the civil servant in question is from a technical implementing unit under the Regional Asset Management Agency (BPAD). At the time of the incident, the civil servant was creating content for one of the DKI Provincial Government’s assets in the Cimacan area.

“Based on the report from the BPAD Head, the person was on a holiday and was making content for promoting DKI assets,” Uus said.

However, he said, the problem arose because the official vehicle used had its plate changed to white. “The issue is that the vehicle’s plate was changed to white,” he clarified.

Uus assured that they have given the civil servant a reprimand and are further investigating the violation.

“It’s now in process, and a reprimand has been given so it doesn’t happen again,” he added.
