Sacrificial Animals Entering Surabaya Must Be Vaccinated Against FMD and Have a Health Certificate

The Surabaya City Government is implementing strict regulations, requiring all sacrificial animals entering Surabaya to undergo Foot and Mouth Disease (FMD) vaccination and have a Health Certificate. This strict regulation is outlined in the Surabaya Mayor’s Circular Letter Number 500.7.2.4/11606/436.7.9 of 2026 concerning the Supervision of the Implementation of Sacrificial Rituals in the context of Eid al-Adha 1447 Hijri, in the City of Surabaya.

“The increasing demand for sacrificial animals ahead of Eid al-Adha causes a significant increase in livestock traffic between regions. This condition has the potential to increase the risk of spreading strategic infectious animal diseases and zoonoses, so strict supervision is needed,” said the Mayor of Surabaya, Eri Cahyadi, in Surabaya, Friday (15/5). Some of the diseases to watch out for include Foot and Mouth Disease (FMD), Lumpy Skin Disease (LSD), anthrax, and Peste des Petits Ruminants (PPR).

According to Eri, every sacrificial animal entering Surabaya must have received at least one dose of the FMD vaccine. This requirement must be proven with a vaccination certificate or QR code eartag integrated with the national vaccination program.

In addition, sacrificial animals must also be in good health and not show symptoms of infectious diseases for 14 days before entering Surabaya. This condition must be proven through a Health Certificate and Veterinary Certificate (SV) from the animal’s origin.

The Surabaya City Government also regulates provisions for sacrificial animal sellers. Sellers are required to have a location permit from the local sub-district or village, and ensure that all animals sold have official health documents.

The location for selling sacrificial animals must also be equipped with an isolation area for sick animals and a waste disposal area, and must not be located near local farms in Surabaya.

If sick or dead animals are found, sellers are required to immediately report to the Food Security and Agriculture Service (DKPP) of the City of Surabaya.

“If the requirements for the place of sale permit and animal health documents are not met, then the Satpol PP of the sub-district/village is required to take enforcement action in accordance with applicable regulations,” said Eri.

In the regulation, sacrificial animals are also required to be in good health, not defective, not thin, of male gender, and not castrated. In addition, the animal must meet the age requirements, namely goats or sheep at least one year old and cattle at least two years old, as indicated by the growth of a pair of permanent teeth.

The Surabaya City Government also encourages the slaughter of sacrificial animals to be carried out at the Slaughterhouse (RPH). However, if the slaughter is carried out outside the RPH, the sacrificial committee is required to submit a location approval to the local sub-district head or village head.

Sacrificial animals with various sizes are sold at varying prices, starting from IDR 2.5 million for a weight range of 12 kilograms and IDR 5 million for a weight range of 40 kilograms.

The presence of police officers at the Jatinom Animal Market is to provide a sense of security to the public who visit or carry out sacrificial animal buying and selling transactions.

In addition to the number of animals being sufficient to meet the needs, the health of the sacrificial animals is also quite good and free from diseases such as FMD or anthrax.

The public is advised to buy sacrificial animals at official sales locations that are supervised and inspected by authorized officers.

The Fisheries and Livestock Service of Purwakarta Regency carried out the administration of Foot and Mouth Disease (FMD) vaccine to dozens of sacrificial sheep at a farm.

The TPID together with the Food Task Force are in charge of ensuring the adequacy of supply and smooth distribution of essential goods, while actively educating the public not to hoard goods.

The Surabaya City Government has a Regional Inflation Control Team (TPID) which specifically serves to maintain prices so that they do not soar.
