Rumours of 13th Salary Cuts for Civil Servants, Military, and Police: Government Says It's Fake News!

The Indonesian government, through the Ministry of Finance (Kemenkeu), has confirmed that the 13th-month salary will be distributed to civil servants (ASN), contract-based government employees (PPPK), the Indonesian National Armed Forces (TNI), and the Indonesian National Police (Polri).

However, rumours have been circulating that the 13th-month salary will be cut. The government has strongly denied these rumours.

“The news circulating about Finance Minister Purbaya explaining the cuts to the 13th-month salary for civil servants, PPPK, and TNI/Polri is fake news,” quoted from the PPID Kemenkeu Instagram account, Friday (15/5/2026).

Furthermore, PPID Kemenkeu has asked the public to be wary of the spread of false news that claims to be from Kemenkeu.

Previously, Finance Minister Purbaya had confirmed that the 13th-month salary would be paid. According to Government Regulation No. 9 of 2026, the 13th salary will be paid as early as June 2026, as stated in Article 15, paragraph (1).

The provision of the 13th salary is a form of appreciation for service to the country, while still paying attention to the country’s financial condition. The components received include basic salary, fixed allowances, and performance allowances in accordance with the provisions.

“The 13th salary is not subject to deductions for contributions and/or other deductions based on applicable laws and regulations,” reads Article 16, paragraph 2 of Government Regulation No. 9 of 2026.

For PPPK, there are special rules in its calculation. If the length of service is less than one year, then the 13th salary is paid proportionally. Even PPPK whose length of service has not reached one month before June 1, 2026, are not entitled to receive the salary.

Meanwhile, CPNS (prospective civil servants) who are funded by the APBN (state budget) will receive 80% of the basic salary, plus allowances such as general allowances, performance allowances, and other facilities according to their position. For regional CPNS (APBD - regional budget), the components received are similar, but can be added with other income according to the fiscal capacity of each region.

As for leaders, members, and non-ASN employees in non-structural institutions, the amount of the 13th salary has been set. For leaders of non-structural institutions, for example, the chairman or head receives around IDR 31.4 million, the deputy chairman receives IDR 29.6 million, and the secretary and members each receive IDR 28.1 million.

Meanwhile, officials at the Echelon I level receive around IDR 24.8 million, Echelon II IDR 19.5 million, Echelon III IDR 13.8 million, and Echelon IV IDR 10.6 million.

For non-ASN employees based on education level, the nominal amount varies. Graduates of elementary to junior high school can receive from IDR 4.2 million to IDR 5 million depending on their length of service. Graduates of high school to D-I range from IDR 4.9 million to IDR 5.8 million. Graduates of D-II to D-III receive around IDR 5.4 million to IDR 6.5 million. Graduates of D-IV or S1 can receive IDR 6.5 million to IDR 7.8 million, and for S2 to S3 range from IDR 7.7 million to IDR 9 million, depending on their length of service.
