Rules for Flying the Red and White Flag According to Law, Not Carelessly!
In welcoming the 81st Anniversary of the Independence of the Republic of Indonesia on 17 August 2026, communities across various regions have begun decorating their surroundings by flying the red and white flag. This annual tradition, observed every August, serves as an expression of nationalism and respect for the heroes’ sacrifices.
However, the public is urged not to be careless when flying the national flag. The procedures and provisions for flag display are officially regulated in Law No. 24 of 2009 concerning the National Flag, Language, Emblem, and Anthem, specifically in Article 7.
The following are key points of the regulations for flying the red and white flag that citizens must understand:
The hoisting and/or installation of the National Flag is carried out between sunrise and sunset.
In certain circumstances, the hoisting and/or installation of the National Flag may be conducted at night.
The National Flag must be flown on every commemoration of Indonesian Independence Day on 17 August by citizens who control the right to use houses, buildings or offices, educational units, public transport, and private transport throughout the territory of the Unitary State of the Republic of Indonesia and at representative offices of the Republic of Indonesia abroad.
In the context of flying the National Flag at home, local governments provide the National Flag to underprivileged Indonesian citizens.
Besides being flown every 17 August, the National Flag is also flown during commemorations of other major national holidays or events.
Procedures for Using the Red and White Flag
Articles 13 to 15 of Law No. 24 of 2009 explain the procedures for using the red and white flag. The full explanation is as follows:
The National Flag is hoisted and/or mounted on a pole that is large and of a height proportionate to the size of the National Flag.
The National Flag attached to a rope is tied to the inner side of the flag’s hoist.
The National Flag mounted on a wall is installed flat lengthwise.
The National Flag is raised or lowered on the pole slowly, solemnly, and without touching the ground.
When flying the National Flag at half-mast, it is raised to the top of the pole, paused briefly, and lowered precisely to half-mast. When it is to be lowered, the flag is first raised to the top of the pole, paused briefly, and then lowered.
During the raising or lowering of the National Flag, all persons present pay respect by standing upright and solemnly facing the National Flag until the process is complete.
The raising and lowering of the National Flag may be accompanied by the National Anthem, Indonesia Raya.
