Rubbish Carts Parked on Tendean Pavement, Jakarta Environment Agency Responds
A number of rubbish carts were seen lined up along Jalan Kapten Tendean in Mampang Prapatan, South Jakarta, occupying the pavement and part of the road. What does the Jakarta Environment Agency (DLH) have to say?
detikcom observed on Monday evening (31/8/2026) that several rubbish carts were lined up along the edge of Jalan Kapten Tendean. The carts carried loads of waste, some covered with tarpaulins and others left open.
Several carts appeared to be positioned directly on the pavement. The situation was visible on one side of the road that is still used by vehicles.
The presence of the carts and piles of rubbish drew complaints from road users because the area is one of the points with heavy traffic congestion.
Responding to the matter, DLH DKI Jakarta spokesperson Yogi Ikhwan said the location is indeed used as a transit point for carts during night-time waste collection activities.
“The location is indeed used as a transit point for carts during night-time waste collection activities, before the waste is transferred to compactor trucks,” Yogi said when contacted by detikcom on Monday (31/8/2026).
Yogi acknowledged that the presence of the carts while traffic is still busy can disrupt road users and pedestrians. For this reason, workers have been asked to adjust the timing of when the carts are brought out.

Yogi said workers have been instructed to only bring out and gather the carts when road conditions are quieter. This is intended to ensure the carts do not disrupt traffic and pavement users for too long.
“We have asked workers to adjust the timing of when the carts are brought out to when road conditions are quieter, and to carry out the waste transfer process as quickly as possible so that waste does not accumulate at the location for too long,” he explained.
He added that DLH DKI will also evaluate the operational arrangements at the site.
“We will also evaluate the operational arrangements at the site so that waste collection services continue to run, but without reducing the function of the pavement, disrupting traffic, or affecting public comfort,” he continued.
Meanwhile, compactor trucks are scheduled to enter the location at around 11.00 pm to 1.00 am WIB.
“Community waste cart workers have also been directed to only come out and gather after road conditions are quieter, so that waiting times can be shortened and the carts do not disrupt traffic flow or pavement users for too long,” he concluded.
