RSPI Building SLF Not Unlicensed, Under Renewal Process: South Jakarta Citata Agency
The South Jakarta Cipta Karya, Tata Ruang dan Pertanahan (Citata) agency has revealed that the Certificate of Occupancy (SLF) for Pondok Indah Hospital (RSPI) is currently in the renewal process. South Jakarta Citata Agency Head Andy Lazuardy stated that the SLF status of RSPI is not unlicensed, but rather undergoing an administrative renewal process, which he said is routinely carried out every five years. ‘The SLF is in the renewal process,’ Andy said when confirmed in Jakarta on Tuesday (9/6). According to Andy, the validity period of an SLF is indeed limited and must be renewed periodically. He conveyed that the RSPI SLF expiration date was in 2024. ‘It expired in 2024. But what is clear is that it is currently in the SLF renewal process,’ he said. He stressed that the ongoing renewal process demonstrates goodwill on the part of the hospital to fulfil all administrative obligations required by the local government. ‘The point is they have goodwill or good intentions to extend their SLF,’ he asserted. He also denied any other issues beyond the administrative process. According to him, so far RSPI has only been asked to make several technical improvements as part of the certificate renewal stages. ‘There is nothing else. Currently, it is only in the process of technical improvements for the SLF renewal,’ Andy said. He added that the renewal process is not classified as complicated and can be completed in a relatively short time if all requirements are met. ‘It is not difficult. The time is also not long. At most one month, it’s done,’ he stated. In processing the SLF renewal, the applicant must complete a number of technical documents, ranging from as-built drawings, architectural drawings, building structure documents, mechanical electrical documents, Fire Safety Management Plan (RKK Damkar), Fire Safety Certificate (SKK Damkar), to occupational health and safety (K3) documents. Andy explained that the mechanism for applying for an SLF for a hospital is basically not much different from other buildings. However, healthcare facilities have additional requirements related to environmental aspects. ‘Basically, it is almost the same. Only for hospitals, the environmental aspect must still be there. So the environmental permit must also be in place,’ he explained. Regarding the emergence of the issue of alleged licensing problems at RSPI, Andy assessed that this cannot be separated from the complexity of processing technical documents for hospital buildings, which generally require assistance from experts or consultants. ‘At RSPI, it is mostly medical teams who handle this. So they need to engage consultants to complete the requirements we request in the SLF criteria,’ he said. Previously, it was known that the Special Committee (Pansus) on Parking Governance of the DPRD DKI Jakarta had revealed findings that the RSPI building was operating using an expired Certificate of Occupancy (SLF) document. The legislative body directly instructed the DKI Jakarta Cipta Karya, Tata Ruang, and Pertanahan (Citata) Agency to immediately issue a warning to the RSPI management.
