The National Collective Management Institution (LMKN) announced that the amount of unclaimed royalties reached Rp33 billion. The figure is not only from the preceding year but also includes digital royalties for the period 2021–2024, amounting to Rp24 billion. LMKN said that the announcement of unclaimed royalties is the first since the royalty system was implemented in Indonesia. Of the Rp33 billion, it is said to stem from 2 million uses of songs by around 30,000–300,000 rights holders, both domestic and international. ‘Since the royalty system has existed in Indonesia for decades, this is the first time we have announced data on unclaimed royalties from song usage. The practice of announcing unclaimed royalties is not common worldwide, and Indonesia is remarkable today for having announced unclaimed royalties,’ said Ahmad Ali Fahmi, Commissioner for Licensing at the National Collective Management Institution (LMKN) after a plenary meeting at LMKN’s office in South Jakarta, on Tuesday, 3 March. For rights holders whose royalties have not been claimed, Ali said they will be announced through various information channels and media. However, to claim the royalties, LMKN urged them first to become members of a Collective Management Organization (LMK). ‘Because only LMKs can distribute [royalties]. But we are opening opportunities, we are communicating to everyone; there is a mechanism for claiming now for unclaimed royalties. We open; after they realise that ’Oh, there is a part of me that I can claim’, they will bring all kinds of data and documents back to LMKN, where they will be verified and we will direct them. Because LMK that can distribute, we will direct them through specific LMKs that they want,’ Ali Fahmi explained. The distribution of unclaimed royalties has a two-year deadline from the date of the announcement. ‘For two years from today’s announcement. So if more than two years pass, they cannot claim it anymore unless they have registered with an LMK and so on; it will go into a reserve fund in accordance with the law,’ concluded Ali Fahmi.
