Rp100 Million Special Cell Extortion at Blitar Prison, Ditjenpas Steps In
A case of alleged extortion (pungli) has occurred at Class II B Blitar Penitentiary in East Java. The modus operandi involves offering special cells to corruption inmates for Rp100 million.
In response, the Directorate General of Corrections (Ditjenpas) of the Ministry of Immigration and Corrections (Kemenimipas) has intervened in the alleged case of cell trading at Blitar Prison.
Inspector General of Kemenimipas, Yan Sultra Indrajaya, stated that the alleged extortion case is being handled by the Internal Compliance Directorate (Ditpatnal) within Ditjenpas.
“For the incident in Blitar, the handling process is under Patnal. Here at Kemenimipas, there is Immigration Patnal and Corrections Patnal. This is essentially the Ditpatnal formed to accelerate responses to such incidents,” said Yan at the Kemenimipas Building in Jakarta on Wednesday (29/4), quoted from Antara.
Meanwhile, Director of Internal Compliance at Ditjenpas Kemenimipas, Lilik Sujandi, said that his side is still conducting examinations and gathering evidence related to the information.
“Regarding the process at Blitar Prison, it is currently under examination, meaning gathering evidence,” he stated.
Two officers under intensive examination
He said that two Blitar Prison officers have been summoned to the regional office for intensive examination.
“Indeed, there are two of our officers, one staff member and one official, whom we have pulled to the regional office to intensify and facilitate the examination,” he said.
The alleged extortion practice related to luxury or special cell facilities for convicts has resurfaced, this time at Class II B Blitar Prison in East Java.
The case has been widely reported by local media and came to light when corruption inmates received offers of comfort from rogue officers to occupy a cell for a fee of Rp100 million. The speaking corruption inmate then admitted that the negotiation resulted in an agreement of Rp60 million.
The three corruption inmates revealed the alleged extortion to the new warden during a dialogue with inmates in mid-April 2026.
The alleged prisoner cell trading practice occurred at the end of 2025.
Explanation from the Blitar Prison Head
Head of Class II B Blitar Prison, Iswandi, confirmed the news of the alleged extortion for special rooms or cells for corruption inmates. He mentioned that three of his staff offered the special rooms to the inmates.
He said that based on reports from inmates, his side conducted an investigation and it turned out to be true. Three rogue officers offered special rooms for Rp100 million per inmate.
“The chronology is based on reports from new inmates or detainees who were offered special rooms,” said Iswandi on Tuesday (28/4), quoted from detikJatim.
According to Iswandi, the offered special rooms are not much different from the others. The difference is only in the closing time.
For regular rooms, inmates are usually required to enter the room until the afternoon. However, for special rooms, the room is closed at night or after Isha prayer time.
Iswandi added that regarding the case, three employees have been examined. The room extortion case has also been taken over by the East Java Regional Office of Corrections.
“It is still under deeper examination at the East Java Regional Office. Currently still in process,” he said.
