Rp1.4 Trillion Investment: New Tuban Cement Plant Dockyard Set to Boost Exports by Up to 1 Million Tonnes
kabartuban.com – The project for developing terminal facilities and production at PT Solusi Bangun Indonesia Tbk’s plant in Tuban Regency, East Java, is nearing completion. With an investment value of Rp1.4 trillion, the facility is projected to strengthen the national cement industry’s export capacity to up to 1 million tonnes per year. Rizki Kresno Edhie Hambali, Chief Executive Officer of PT Solusi Bangun Indonesia Tbk, said the development is currently about 99 percent complete and is targeted to begin operations in mid-2026. ‘This year we estimate exports to reach around 450,000 tonnes, with potential capacity up to 1 million tonnes per year to meet global market demand,’ Rizki said. The project is part of a strategic collaboration between PT Solusi Bangun Indonesia Tbk and Japanese company Taiheiyo Cement Corporation, established since 2021. The collaboration includes increasing exports, research and development of sustainable products, and technology exchanges in the cement and construction sectors. The development includes increasing the capacity of the Special Terminal from 15,000 Deadweight Tonnage (DWT) to 50,000 DWT through the construction of a jetty trestle and a new jetty platform connected to the existing dock. In addition, the project also features several new production facilities such as an 8,000-ton blending silo, a 15,000-ton clinker silo, and two cement silos with a capacity of 18,000 tons each. To support distribution, the company also installs material transport systems including a 4.1-kilometre tube conveyor, a tripper conveyor, and a ship loader with a capacity of 1,000 tonnes per hour to transport bulk cement from the plant to ships berthed at the dock. According to Rizki, the facility’s development forms part of the company’s strategy to increase production utilisation amid a slowdown in the domestic market while expanding into export markets. ‘Through synergy with PT Semen Indonesia (Persero) Tbk as the parent company and cooperation with Taiheiyo, this facility is expected to strengthen the competitiveness of the national industry in the global market,’ he said. Separately, the company emphasises its commitment to low-emission industry through the use of alternative fuels managed by the Nathabumi environmental waste management division. The initiative earned praise from East Java Governor Khofifah Indar Parawansa, who viewed the initiative as aligned with the transition to green industry and the Net Zero Emission 2050 target. Meanwhile, Vice President Gibran Rakabuming Raka, who briefly visited the project, hopes the new facility will operate soon and support improved national competitiveness in the international market. ‘May it operate soon and support the nation’s capabilities on the global stage as well as the sustainable and low-emission development agenda, not only in Indonesia but also abroad,’ Gibran Rakabuming Raka said during a working visit to Tuban on Friday (6 March 2026).
