Rp 7.2 Trillion Waste-to-Energy Project in West Java Begins Construction
The Ministry of Energy and Mineral Resources has initiated the construction of the Legok Nangka Waste-to-Energy (PSEL) facility in Bandung Regency, West Java. The project, valued at US$ 400 million or approximately Rp 7.2 trillion, is targeted to process 2,131 tonnes of waste per day from six regencies and cities in West Java, converting it into electricity with a capacity of 40.79 megawatts.
The groundbreaking ceremony took place on Wednesday, 29 July 2026, at the Legok Nangka Regional Waste Treatment and Final Disposal Site (TPPAS). The event was attended by the Deputy Minister of Energy and Mineral Resources, Yuliot Tanjung, and the Governor of West Java, Dedi Mulyadi.
Yuliot stated that the development of the Legok Nangka waste-to-energy plant is part of the government’s efforts to accelerate the resolution of urban waste issues while simultaneously increasing the utilisation of waste as an energy source. He noted that President Prabowo Subianto has instructed a comprehensive resolution of urban waste problems before 2029 through an upstream-to-downstream approach, including the development of waste-to-energy schemes.
“Today’s groundbreaking does not merely mark the start of infrastructure construction, but also serves as a symbol of our shared commitment to realising a cleaner, greener, and more sustainable future for Indonesia,” said Yuliot. He expressed hope that the Legok Nangka plant could serve as a model for waste-to-energy project development in various regions. In addition to reducing the volume of waste sent to landfills, the project is expected to generate clean energy, reduce greenhouse gas emissions, create jobs, and stimulate regional economic growth.
Governor of West Java Dedi Mulyadi stated that the Legok Nangka plant is targeted to begin operations in 2029. According to him, the project will provide three main benefits: reducing waste issues in the Greater Bandung area, supplying electricity for the community and industry, and improving environmental quality.
During the construction phase, which is expected to last 41 months, the project is projected to employ approximately 1,565 workers. Once operational, the Legok Nangka plant is estimated to be able to reduce greenhouse gas emissions by up to 311,874 tonnes of CO2 equivalent annually.
The Legok Nangka PSEL project is being undertaken by a Japanese consortium, Sumitomo Hitachi Zosen. The consortium is part of a collaborative project supported by the Japan International Cooperation Agency (JICA), the international cooperation agency of the Japanese Government.
