Rp 231 Billion Disbursed for Post-Disaster Agricultural Recovery in Aceh
The Post-Disaster Rehabilitation and Reconstruction Task Force (Satgas PRR) for Sumatra continues to push for the acceleration of agricultural recovery in Aceh. As of 27 July 2026, financial realisation by the Directorate General of Agricultural Land and Irrigation at the Ministry of Agriculture in Aceh reached Rp 231.27 billion, or 44.9 per cent of the total ceiling of Rp 515.22 billion. The budget is being used for the optimisation of disaster-affected land, the rehabilitation of rice fields, and the construction of irrigation infrastructure and farm roads. The programme is directed at restoring land productivity while helping farmers regain their incomes after the major floods of late November 2025.
More broadly, the Aceh Government stated that the Ministry of Agriculture has allocated approximately Rp 2.5 trillion in support for the recovery of affected agricultural and plantation land. This support follows a proposal submitted by the Aceh Government together with affected district and city administrations to the Ministry.
Aceh Governor Muzakir Manaf expressed appreciation for the support and instructed all regional apparatus to ensure the budget is used optimally and on target. ‘Mualem thanks Minister of Agriculture Andi Amran Sulaiman. I hope this budget is utilised to the maximum for the recovery of rice fields and plantations,’ said Aceh Government Spokesperson Nurlis Effendi in a statement on Tuesday (28/7/2026).
According to Aceh Government data, the hydrometeorological disaster at the end of 2025 caused damage to around 57,485 hectares of rice fields. Optimisation work has reportedly been carried out on 40,852 hectares. Meanwhile, affected plantation land reached 60,438 hectares, with recovery efforts underway on approximately 40,418 hectares. For the optimisation of lightly damaged rice fields, the government has prepared Rp 155.66 billion, with realisation reaching Rp 77.72 billion or 49.93 per cent. Surveys, investigations, and designs have been physically completed on 23,778 hectares out of a target of 27,071 hectares across 16 districts and cities. Land optimisation construction has progressed on 3,309 hectares, while land cultivation has been realised on 360 hectares.
For the rehabilitation of moderately damaged rice fields, a budget ceiling of Rp 200.42 billion has been set, with realisation at Rp 64.54 billion or 32 per cent. Planning for 4,393 hectares has been fully completed, and construction for rehabilitation has also been completed on the same area. The activities are carried out in collaboration with local governments, farmer groups, universities, and the Indonesian National Armed Forces (TNI). Recovery efforts are further strengthened through the construction of 1,135 irrigation infrastructure units with a budget ceiling of Rp 147.48 billion. As of 27 July 2026, financial realisation reached Rp 85.05 billion or 57.7 per cent. The programme includes 641 pumping irrigation units, 149 piped irrigation units, 45 conservation structures, and 300 tertiary irrigation networks. Among these, the tertiary irrigation networks recorded the highest financial realisation at 78 per cent, or Rp 23.5 billion from a ceiling of Rp 30 billion. Pumping irrigation realisation reached Rp 52.17 billion or 53.2 per cent, piped irrigation Rp 7.07 billion or 50 per cent, and conservation structures Rp 2.30 billion or 43 per cent.
The government has also allocated Rp 11.66 billion for the construction of 106 farm roads across 13 districts and cities. Financial realisation stands at Rp 3.96 billion or 34 per cent, with 26 units physically completed. The infrastructure is needed to facilitate farmers in transporting production inputs and harvests. Agricultural recovery is a vital part of efforts to revive Aceh’s economy. According to data from the Aceh Central Statistics Agency (BPS), between 38 and 41 per cent of the working population depends on the agricultural sector for their livelihood, while its contribution to Aceh’s economy exceeds 30 per cent.
