Jakarta - Roy Suryo’s lawyer, Ghafur Sangadji, has questioned the lengthy process of transferring the case file for the allegations of a falsified diploma against Indonesia’s seventh president, Joko Widodo, which implicates Roy Suryo and other parties.

According to Ghafur, the prosecutor’s office has exceeded the 14-day limit for taking action after receiving the transferred case file.

The re-transfer of the file was previously announced by the Director of General Criminal Investigation at Metro Jaya Police, Kombes Pol Iman Imanudin, during a press conference on 17 April 2026.

Ghafur referred to the initial file transfer on 13 January 2026. At that time, the case file was returned to the police seven days later because it was deemed incomplete.

Therefore, he believes the case should have been dismissed on legal administrative grounds.

“Based on the rigid procedural law adopted by our criminal justice system, this case file should have been declared dismissed on legal administrative grounds,” he stated.

Nevertheless, Ghafur emphasised that his side has not requested the termination of the investigation through restorative justice mechanisms, as done by the other three suspects.

“We have never requested an SP3 [termination letter] on any grounds, no. What we are asking for is fair law enforcement, law enforcement in accordance with procedures,” he asserted.

According to Ghafur, his side suspects that the prosecutors are still hesitant to declare the case file complete or issue a P21 [indictment] and thus have not transferred it to the court.

“There are no more witnesses or experts; it’s just waiting for the P21,” said Ghafur.

Meanwhile, the Head of the Legal Information Section at the Jakarta Prosecutor’s Office, Dapot Dariarma, stated that the case file is still being further studied by the prosecutor’s office.

However, Dapot did not explain the reasons why the examination of the file is taking quite a long time.

“(The case file) is still being studied and delved into,” said Dapot when confirmed by Kompas.com on Thursday.
