Roy Suryo Files Another Pre-Trial Motion, This Time Challenging Suspect Designation

Roy Suryo has once again submitted a pre-trial motion to the South Jakarta District Court regarding the case involving allegations of a fake diploma belonging to the 7th President of Indonesia, Joko Widodo (Jokowi).

This time, Roy is filing a lawsuit to test the legality of his designation as a suspect in the case. The pre-trial application was registered with the court on Thursday, 2 July 2026, under case number 108/Pid.Pra/2026/PN JKT.SEL.

The first defendant is the Head of the Jakarta Metro Jaya Regional Police, specifically the Director of Criminal Investigation, the Sub-Director of National Security, and the Investigating Team. The second defendant is the Jakarta Prosecutor’s Office, specifically the Assistant Prosecutor for Criminal Matters, the South Jakarta District Attorney, and the Prosecution Team.

“Case classification: the legality of the execution of coercive measures regarding the designation of a suspect,” according to the Case Search Information System (SIPP) of the South Jakarta District Court on Sunday (5/7).

When confirmed, Roy’s legal counsel, Refly Harun, confirmed the pre-trial lawsuit. The lawsuit pertains to the application of Article 32, paragraph 1 of Law Number 11 of 2008 concerning Electronic Information and Transactions (ITE).

“We want to test the validity of the use of this article, because we consider that it does not meet the minimum of two pieces of evidence, as it is too thin,” said Refly.

Refly stated that through this lawsuit, his party hopes the judge can invalidate the application of the article in the case involving the fake diploma allegations that implicate Roy. “How to dismantle that article so that it is not used as the charged article, because the legal threat is eight years; so if it is granted, that article will be dismantled,”
