Chief Executive Officer of Danantara Indonesia, Rosan Roeslani, has disclosed that the debt restructuring scheme for the Jakarta-Bandung High-Speed Rail project, or Whoosh, is still in the refinement stage. “The scheme is currently being fine-tuned. However, it will be directly conveyed by Mr Coordinating Minister for Infrastructure (and Regional Development), Agus Harimurti Yudhoyono,” Rosan stated at the Ministry of Investment and Downstreaming/BKPM office in Jakarta on Thursday, 16 April 2026. When asked about the potential use of the State Revenue and Expenditure Budget (APBN) in the debt settlement scheme, Rosan provided no further details. He mentioned that the specifics would be directly announced by Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono. “It will be announced directly later,” he said briefly. Furthermore, Rosan explained that discussions on resolving the Whoosh project debt have been held with the Chinese government. “At that time, there was already a meeting involving Mr Coordinating Minister for Infrastructure, Mr Minister of Finance (Purbaya Yudhi Sadewa), and us (Danantara). The solution is already in place, and it will be followed up by the team to discuss with the Chinese side,” Rosan said. “The solution is already there, and yesterday we also did some sounding. Previously, Finance Minister Purbaya Yudhi Sadewa stated that the Whoosh project debt restructuring process has been completed. “It’s done (restructuring), just waiting to be announced,” he said in Jakarta on Wednesday, 22 April 2026. The Indonesian government has also conveyed the results to the Chinese government as part of efforts to maintain long-term bilateral relations and strengthen trust between the two countries. “Yesterday I met the Chinese Finance Minister. This relates to the long-term relationship between Indonesia and China. I told the Chinese Finance Minister that it has been decided, just waiting to be announced,” said Purbaya.
