Rosan States Solution Already in Place for Whoosh Debt Restructuring
JAKARTA, investortrust.id — Investment Minister and Downstreaming/Head of BKPM, who is also CEO of Danantara, Rosan Roeslani, has given positive signals regarding the continuation of the debt restructuring process for the Jakarta-Bandung High-Speed Rail (Whoosh). Rosan stated that the scheme for the solution to this issue has been agreed upon by the relevant ministries.
According to Rosan, certainty regarding this solution was obtained after intensive meetings between himself, Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY), and Finance Minister (Menkeu) Purbaya Yudhi Sadewa.
“Yes, that was already discussed in the meeting with the Coordinating Minister for Infrastructure, the Finance Minister, and us. The solution is already there,” said Rosan when met at the BKPM office in Jakarta on Thursday (23/4/2026).
The next step will see the government deploying a special team to conduct further negotiations with the Chinese side to finalise this restructuring agreement. Rosan is optimistic that the process can be completed soon.
“It will be followed up by the team to talk with the Chinese side. But the solution is already there, and yesterday we also did some sounding. Insyaallah, this can be finished,” he added.
When asked about the details of the restructuring scheme to be adopted, Rosan was still reluctant to reveal them in detail. He mentioned that the technical team is currently in the final adjustment stage for that scheme.
“The scheme is being prepared, but it will be announced directly by the Coordinating Minister for Infrastructure. It’s better that way because he is the one leading it, but there is already a direction,” said Rosan.
When further questioned about the possibility of using APBN funds in the debt recovery scheme for this Indonesia-China cooperation project, Rosan emphasised waiting for an official statement from the Infrastructure Coordinating Ministry.
“It will be announced directly. Okay, thank you,” he concluded.
Previously, Finance Minister (Menkeu) Purbaya Yudhi Sadewa stated that the debt restructuring process for the Jakarta-Bandung High-Speed Rail or Whoosh project has been completed. He said the restructuring process is just awaiting an official government announcement.
“It’s done (the restructuring), just waiting to be announced,” said Purbaya after attending the PT Sarana Multi Infrastruktur Symposium at the Ayana Midplaza Hotel on Wednesday (22/4/2026).
Purbaya stated that the step to resolve the Whoosh project debt is being taken to maintain Indonesia-China bilateral relations. The resolution process has even been discussed with the Chinese Finance Minister.
“Yesterday I met with the Chinese Finance Minister. This (resolution) is related to the long-term relationship between Indonesia and China,” he said.
