Rosan Roeslani Confirms Solution Found for Whoosh Debt Payments to China

The Indonesian government, through the Minister of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM), Rosan Roeslani, has confirmed that a solution for repaying the debts of the Jakarta-Bandung high-speed rail project, Whoosh, to China has been found. This debt restructuring scheme has been completed and is ready to be presented to the Chinese side.

“The solution is already in place, and it will be supplemented by the team to discuss with the Chinese side, but the solution is there, and yesterday we also did some sounding. Insha’Allah, this can be settled,” said Rosan Roeslani at the Ministry of Investment and Downstreaming/BKPM office in South Jakarta on Thursday (23/4/2026).

This restructuring process involves several parties, including the Ministry of Investment and Downstreaming/BKPM, Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono (AHY), and Finance Minister Purbaya Yudhi Sadewa. Nevertheless, Rosan declined to provide details on the scheme, stating that final adjustments are being made.

“The scheme is currently being fine-tuned [refined], but it will be directly conveyed by Mr Coordinating Minister for Infrastructure [AHY]. It’s better that way, as he is the one who interacts,” added Rosan.

Finance Minister Purbaya Yudhi Sadewa also emphasised that all decisions have been taken and will be announced by Agus Harimurti Yudhoyono at the appropriate time. “It’s done, just waiting to be announced. Yesterday I met the Chinese Finance Minister. This concerns the long-term relationship between Indonesia and China. I told the Chinese Finance Minister that it has been decided, just waiting to be announced,” explained Purbaya.
