The government has revoked the Production Operation Mining Business Permit (IUP) held by PT Kristalin Ekalestari after a field inspection found mining land-clearing in a forest area without approval for the use of forest areas. The decision, issued by Rosan Roeslani on 12 October 2026, covers a 3,500-hectare concession in Nabire Regency, Central Papua, according to Detik Finance.

The revocation was formalised through Decree No. 20261012-01-0001. It nullifies the Papua Provincial Investment and One-Stop Integrated Services Agency Head’s Decree No. 112/IUP-OPEMAS/DPMPTSP/2020 on the Production Operation Mining Business Permit for gold and other metal minerals.

According to an official statement, the decision followed a request from the Ministry of Energy and Mineral Resources (ESDM) and a recommendation from the Forest Area Regulation Task Force (Satgas PKH). Findings from the field inspection formed the basis for revoking the mining company’s permit.

The Satgas PKH’s verification in Nabire Regency found that PT Kristalin Ekalestari had cleared land for mining in a forest area without Approval for the Use of Forest Areas (PPKH). The activity was found both inside and outside the company’s licensed area.

The revocation request was submitted by the Minister of Energy and Mineral Resources in letter No. T-356/MB.04/MEM.B/2026, dated 9 October 2026. It referred to a recommendation from the Minister of Defence, as chair of the Satgas PKH steering committee, in letter No. R-2070/PKH-RAH/08/2026, dated 31 August 2026.

Rosan Roeslani, Minister of Investment and Downstreaming and head of the Investment Coordinating Board (BKPM), said the government remained open to investment, provided it complied with the law and protected the environment. He made the statement on behalf of the Minister of Energy and Mineral Resources in a written statement on Friday, 23 October 2026.

“The government continues to open its doors as widely as possible to quality and sustainable investment. However, compliance with the law is an absolute requirement that cannot be negotiated. All mining business activities in Indonesia must operate within the law, hold valid environmental and forestry approvals, and respect the boundaries of their concessions,” Rosan said.

The decision returns the entire 3,500-hectare Mining Business Permit Area (WIUP) held by PT Kristalin Ekalestari to the control of the Government of the Republic of Indonesia, in accordance with applicable laws and regulations.

The revocation does not remove the company’s outstanding obligations. PT Kristalin Ekalestari must still settle all overdue liabilities, resolve any outstanding obligations relating to customs facilities or imported equipment and machinery, and fulfil workers’ rights in accordance with the applicable regulations.

The Ministry of Investment and Downstreaming/BKPM said it would continue coordinating with the relevant technical ministries, the Satgas PKH and law enforcement agencies. The coordination is intended to ensure that risk-based business licensing oversight is carried out in accordance with regulations.
