The Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM) is preparing a number of strategic programmes for 2027 to strengthen the national investment ecosystem, promote equitable development, and accelerate the downstreaming agenda across various sectors.

Minister of Investment and Downstreaming/Head of BKPM Rosan Roeslani stated that his ministry will continue programmes that have been running in 2026 while accelerating priority agendas for the following year through the strengthening of investment systems and institutions.

One of the main programmes is the development of the Online Single Submission (OSS) system utilising Artificial Intelligence (AI), big data, and blockchain technology. This system enhancement aims to improve data accuracy, transparency, and the reliability of business licensing services.

“BKPM will also expand the integration of district/city Detailed Spatial Plans (RDTR) into the OSS system to accelerate the investment licensing process in the regions,” Rosan said in Jakarta on Monday (15/6/2026).

Rosan explained that the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is targeting the addition of RDTR in 400 districts/cities by 2027. As of 8 June 2026, a total of 570 RDTR have been integrated with OSS, covering 38 provinces and 300 districts/cities.

Furthermore, BKPM will continue strengthening the Direct Investment Facilitation for Construction (KLIK) programme and refining investment policy planning to enhance the attractiveness of investment across various regions.

In terms of investment promotion, BKPM is bolstering the role of the Indonesian Investment Promotion Centre (IIPC) and the Customer Relationship Management (CRM) system, including plans to open a new representative office in Guangzhou, China. The strengthening of the IIPC institution in China is carried out by adding a representative office in Guangzhou, in addition to Beijing, as it is a global manufacturing and trade hub in southern China.

BKPM has also placed investment governance strengthening as a main agenda for 2027, including through the acceleration of downstreaming oriented towards increasing the added value of natural resources. This step is being pursued by expediting the issuance of a Draft Presidential Regulation (RPerpres) on strategic investment downstreaming, overseeing 18 priority downstream projects, and accelerating investment realisation in 28 national strategic commodities.
