Rosan: Investment Must Not Only Be Large but Also of High Quality
Minister of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM) Rosan Roeslani has emphasised that the government is focusing on the quality of investment entering Indonesia, not just its nominal value, but also its impact on the national and regional economy. He stated that the investment strategy is no longer solely about chasing large figures, but about ensuring that investments can be implemented quickly, provide added value, and strengthen the economic structure across various regions. “Our investment strategy is not merely about chasing large nominations or nominal values, but also targeting how incoming investment is of high quality, while simultaneously focusing on realisation or acceleration of implementation, as well as its contribution to strengthening the economy both regionally and nationally,” Rosan said during a meeting with Commission XII of the House of Representatives (DPR RI) in Jakarta on Monday (15/6/2026). To support President Prabowo Subianto’s directive of achieving 8% economic growth, the government has set an investment target of Rp 13,032.8 trillion for the 2025–2029 period. This figure represents a 143% increase compared to the investment realisation over the past decade. Rosan asserted that despite the significantly higher target, the government continues to prioritise investment quality to accelerate project implementation and create broader economic impact. Amidst global dynamics, BKPM recorded investment realisation of Rp 498.8 trillion in the first quarter of 2026, growing 7.2% year-on-year and equivalent to 24.4% of the 2026 target. This achievement also absorbed approximately 700,000 direct workers, an increase of 18.9% compared to the same period the previous year. In terms of capital sources, Domestic Direct Investment (PMDN) contributed 49.9% or Rp 248.8 trillion, growing around 6% annually, while Foreign Direct Investment (PMA) accounted for 50.1% or approximately Rp 250 trillion. Key investment sectors included the base metals industry, services, mining, housing and industrial estates, as well as transportation, warehousing, and telecommunications. Rosan also highlighted the rise in natural resource-based investment, which reached 30% of total first-quarter realisation, amounting to Rp 147.5 trillion. Looking ahead, the government will continue to promote investment in high-value-added strategic sectors, including semiconductors, bioethanol, coconut derivative products, and seaweed-based downstream processing.
