Rosan Encourages Research and Industry Synergy to Accelerate National Downstreaming

Minister of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM) Rosan Roeslani has stressed that collaboration between the research world and the industrial sector is a crucial factor in accelerating downstreaming, thereby creating greater added value for the Indonesian economy. In an official statement received in Jakarta on Sunday, 28 June 2026, Rosan said that investment and downstreaming are not solely oriented towards increasing the added value of natural resources. According to him, these policies also serve as a foundation for building a national industry that is productive, transparent, and highly competitive, while providing tangible benefits for the welfare of the workforce. He stated that the direction of downstreaming policy must be able to form a sustainable industrial ecosystem. Therefore, the success of investment is not merely measured by the amount of capital entering the country, but also by its contribution to creating quality jobs, increasing national productivity, strengthening technological mastery, and generating greater added value for the economy. The statement was made by Rosan while delivering a keynote speech at the National Symposium of the 2026 Science, Technology, and Industry Convention (KSTI) organised by the Ministry of Higher Education, Science, and Technology at Hall B of the Jakarta International Convention Center (JICC) on Saturday, 27 June 2026. “We believe that the presence of lecturers and students at universities, especially in the field of research and development, certainly makes a very, very positive contribution. Therefore, we just need to think about future collaboration so that the positive outcomes generated from investment and downstreaming can be implemented in existing industries and can produce tremendous benefits going forward,” Rosan said. Rosan revealed that the implementation of downstreaming policies has yielded positive results. Throughout 2025, national investment realisation reached Rp1,931.2 trillion, an increase of 12.7 percent year-on-year. This figure also exceeded the government’s target with a 101.3 percent achievement rate. In addition to recording investment growth, this realisation also directly absorbed more than 2.7 million workers, an increase of 10.4 percent compared to the previous year. He considers the link between research activities and industrial needs to be one of the main elements in creating a healthy and sustainable national industry. “Research that is connected to industry is one of the important factors in building a healthy and sustainable industry. Regulatory certainty, good governance, and ease of doing business will increase investor confidence and create fair business competition,” he added. According to Rosan, these policies will yield maximum results if all stakeholders share the same commitment to strengthening collaboration, thereby producing innovations that can be tangibly applied in the industrial sector. Furthermore, Rosan asserted that improving the quality of human resources is an integral part of the national downstreaming agenda. He added that industrial development must be accompanied by improving workforce competence through training, strengthening research, enhancing skills, implementing occupational safety, and creating harmonious industrial relations.
