Rosan: DSI System Detects Under-Invoicing in Export Reporting

Chief Executive Officer of the Danantara Investment Management Agency, Rosan Roeslani, has stated that the Danantara Sumberdaya Indonesia (DSI) system is capable of detecting under-invoicing in export reporting through cross-ministerial and institutional data integration. Speaking after a Plenary Cabinet Session at the State Palace in Jakarta on Monday, Rosan said the system was designed to strengthen the supervision of strategic commodity exports. “The objective is how we can detect what has been ‘under-invoicing’ all this time,” he said. According to Rosan, DSI integrates data from the Directorate General of Customs and Excise, the Ministry of Trade, the Ministry of Industry, the Ministry of Energy and Mineral Resources, and other relevant agencies, enabling the matching of price data, export volumes, export duties, and taxes. He noted that since the system trial was implemented, data discrepancies which previously averaged around 30 percent have become much smaller after using a comparison index. DSI is currently monitoring exports of coal, palm oil, and ferroalloys along with their derivative products as the initial phase of the Single Export policy. An evaluation period will last for three months before full implementation on 1 September 2026. Rosan added that in the next phase, DSI is planned to act as a single selling agent, although exporters may still conduct transactions directly with buyers according to their existing contracts.
