Minister of Communication and Digital (Menkomdigi) Meutya Hafid stated that Roblox is drafting rules so that users under 13 can only use the application offline.

Roblox is making this adjustment to comply with the implementation of Government Regulation Number 17 of 2025 on the Governance of Electronic System Operators in Child Protection (PP Tunas), which will officially take effect tomorrow, Saturday (28/3/2026).

“Roblox has conveyed plans to adjust features for users under 13 who can only play offline,” Meutya said during a press conference at the Komdigi Office in Jakarta on Friday (27/3/2026).

“The communication to our team is temporary and ongoing, that possibly under a certain age, the online feature will be turned off,” Meutya added.

The offline play rule is not stipulated in PP Tunas. However, Komdigi still appreciates Roblox’s efforts in implementing the Indonesian government’s regulations.

So far, two applications have been cooperative in fully implementing PP Tunas for Saturday (28/3/2026).

The X and Bigo Live applications have made several changes to their in-app rules.

“Platform X has announced a change in the minimum age limit to 16 years, which was done well in advance since 17 March 2026, as stated on the help centre page,” she continued.

“Bigo Live has adjusted the age limit to 18+ in the user agreement or user content and also the privacy policy security policy, and has submitted a request to update the age restriction to the App Store or application store,” Meutya added.

Meanwhile, TikTok is also said to be showing partial cooperation and requesting time to prepare technical implementation in its application.

“Their compliance is partially cooperative, meaning the direction is heading there, just asking for an extension or a bit more time, which is what we are also requesting to complete their compliance soon,” she said.

Meutya conveyed that her side is still awaiting compliance from these four applications.
