Roblox Prepares Offline Mode for Child Users in Response to PP Tunas
The Roblox gaming platform is reportedly preparing a special feature in the form of an offline mode for child users, in response to the implementation of Government Regulation Number 17 of 2025, or PP Tunas. Minister of Communication and Digital Affairs Meutya Hafid stated that this scheme aims to limit children’s access to online features on the Roblox platform. “Roblox has conveyed plans to adjust features for users under 13 years old, allowing them to play only offline,” Meutya said during a press conference at the Komdigi Office in Jakarta on Friday (27/3/2026). According to Meutya, Roblox’s step is part of the adjustment to government regulations that officially take effect on Saturday (28/3/2026). “The communication to our team is temporary and ongoing, that possibly for those under a certain age, the online aspect will be turned off,” Meutya added. Although the offline mode is not explicitly regulated in PP Tunas, the government still appreciates Roblox’s initial step in responding to the policy. Besides Roblox, several other digital platforms are beginning to adjust their policies in line with the implementation of PP Tunas. For instance, Platform X has previously changed the minimum user age to 16 years in Indonesia. Meanwhile, Bigo Live has raised the minimum age limit to 18 years and above, including updating the terms of use and privacy policies on its platform. TikTok is said to still be in the process of technical adjustments and has requested additional time to meet the applicable requirements. Komdigi assesses that the responses from these digital platforms indicate a direction of compliance with regulations, although implementation is done gradually. The government continues to encourage all electronic system providers (PSE) to promptly adjust their services to comply with child protection provisions in the digital space. The PP Tunas regulation itself requires restrictions on access for child users, particularly on platforms deemed to have high risks, such as social media and online interaction-based services.
