Roblox Plans to Restrict Access for Underage Users
Minister of Communication and Digital Affairs Meutya Hafid stated that the online gaming platform Roblox plans to restrict access for users under 13 years old so that it can only be accessed offline. “It is possible that for certain ages below, the online access will be turned off,” said Meutya during a press conference broadcast via YouTube on Friday, 27 March 2026. The plan is merely a proposal submitted to the Ministry of Communication and Digital Affairs.
The Golkar politician said that her ministry has sent letters and instructed eight platforms to implement Government Regulation No. 17 of 2025 on the Governance of Electronic System Operators in Child Protection (PP Tunas), which takes effect today, Saturday, 28 March 2026.
However, as of 27 March 2026 at 21:30 WIB, Meutya stated that only four platforms have responded. Two of them, X and Bigo Live, have complied with the rules and are considered fully cooperative. Meanwhile, two other platforms, Roblox and TikTok, are still in the partially cooperative category.
For TikTok, Meutya stated that the platform has promised to deactivate accounts of users under 16 years old gradually. In addition, Meutya said TikTok plans to announce an operational roadmap for users aged 14-15 years today.
As for platforms that have met compliance, such as X, it stated that it will start deactivating accounts of its users under 18 years old today, Saturday, 28 March 2026.
In addition to deactivating underage user accounts, Meutya stated that platform X has announced a change in the minimum age limit to 16 years. She said this change has been implemented since 17 March 2026, as conveyed on the help centre page.
The change in the minimum user age limit for X, said Meutya, has also been aligned with the user guidelines or community guidelines of the platform.
Besides X, Meutya announced that Bigo Live has changed the minimum user age limit from the previous 13 years to 18 years in the user agreement or user content and security policy or privacy policy. Bigo Live, said Meutya, has also submitted a request to update the age restriction to the app store, namely the App Store.
Meutya said Bigo Live stated that it will implement a layered moderation system using AI imitation or AI and human verification in checking accounts of users under 18 years old.
