RKAB Issues Lead to Temporary Halt of Production Activities for 238 Mining Companies in Central Java
The Central Java Energy and Mineral Resources Office has temporarily halted production activities for 238 mining companies in its jurisdiction. This measure was taken because all the relevant companies have not yet submitted or perfected their 2026 Work Plan and Budget (RKAB) documents.
The temporary suspension of production activities for the 238 mining companies is outlined in a letter issued by the Central Java Energy and Mineral Resources Office, numbered 500.10.25/537/2026, dated 13 March 2026. The letter is addressed to holders of Mining Business Licences for Rocks (SIPB) and Mining Business Operation Production Licences (IUP OP) in Central Java (attached).
There are 238 mining companies listed in the attachment to the letter from the Central Java Energy and Mineral Resources Office. In the letter, the office states that, based on data inventory results, all the relevant companies do not yet have approval for their 2026 RKAB documents.
The Central Java Energy and Mineral Resources Office states that, in accordance with Article 16 of Minister of Energy and Mineral Resources Regulation Number 27 of 2025, holders of SIPB and IUP OP are prohibited from conducting mineral and coal mining business activities if they do not submit the RKAB for the production operation stage and have not obtained RKAB approval for the production stage.
“With this, the holders of SIPB and IUP Operation Production as attached are subject to administrative sanctions in the form of a temporary suspension for 30 (thirty) calendar days after the date this letter is issued,” writes the Central Java Energy and Mineral Resources Office in its letter, quoted by Republika on Sunday (29/3/2026).
The Central Java Energy and Mineral Resources Office conveys that until the RKAB is available, all the relevant mining companies are prohibited from carrying out field physical activities. This includes construction activities, mining, processing and/or refining, development and/or utilisation, as well as transportation and sales, including further exploration activities.
The Central Java Energy and Mineral Resources Office requests that the relevant mining companies submit the 2026 RKAB no later than the end of the temporary suspension period. “If you continue to carry out mining and/or sales activities of Minerals or Coal without RKAB approval based on the provisions of Article 29 of Minister of Energy and Mineral Resources Regulation Number 17 of 2025, you will be subject to administrative sanctions in the form of permit revocation without going through the stages of administrative sanctions in the form of written warnings and partial or full temporary suspension of business activities,” states the Central Java Energy and Mineral Resources Office in point seven of its letter.
“If you do not submit the 2026 RKAB by the specified deadline, then based on the provisions of Article 25 of Minister of Energy and Mineral Resources Regulation Number 17 of 2025, you will be subject to administrative sanctions in the form of permit revocation,” adds the Central Java Energy and Mineral Resources Office in the next point.
Based on the attachment in the letter from the Central Java Energy and Mineral Resources Office, the 238 mining companies whose production activities have been temporarily suspended are spread across several districts/cities, including Grobogan, Rembang, Blora, Pati, Jepara, Kudus, Kendal, Semarang Regency and City, Wonogiri, Sragen, Sukoharjo, Boyolali, Klaten, Magelang, Purworejo, Kebumen, Banjarnegara, Purbalingga, Banyumas, Cilacap, Pemalang, Tegal, Pekalongan, and Batang.
