The Reduce, Reuse, Recycle Waste Processing Site (TPS3R) Cemara in Sanur Kaja Village has discovered a prevalent habit among residents of leaving rubbish for others to dispose of. This has resulted in rubbish piling up along the roadside. To minimise such behaviour, rubbish collection has been redirected to be picked up from inside homes.

“We have instructed to sort the rubbish inside. The collectors will then pick it up from within. If left outside, many people end up dumping theirs there. There are many instances, especially from outsiders who leave it on their way to work,” said the Coordinator of TPS3R Cemara in Sanur Kaja Village, Nyoman Suandiana, when interviewed by detikBali on Tuesday (14/4/2026).

Suandiana explained that the socialisation of this system is intended for residents subscribed to the TPS3R Cemara waste management service. “They are asked not to lock the gate, as they already know our working hours,” Suandiana added.

According to Suandiana, the act of unauthorised rubbish dumping is commonly found in Banjar Buruwan. Illegal rubbish is also frequently encountered in Banjar Batan Poh.

“In the Ngurah Rai area, from Hotel Plaza Sanur to the McDonald’s junction. There are two kadus handling it. From the midpoint, that’s Batan Poh, and from Grand Lucky to the McDonald’s junction, that’s Buruwan. The rest is under the kelurahan,” Suandiana clarified.

Suandiana also highlighted the many boarding house owners who shirk responsibility for managing their tenants’ waste. However, owners should share the responsibility.

“Those who own the property are locals, but they provide boarding houses. Meaning, the land is turned into boarding facilities. So it’s filled with outsiders. The waste isn’t managed; they just wash their hands of it,” said Suandiana.

“The homeowner, if they have a boarding house, should include cleanliness fees and take responsibility. Especially with the sorting instructions, they should check it. If not sorted, the officers won’t pick it up. Because the socialisation to homeowners is lacking, the rubbish piles up. If we collect it, we’re also confused where to put it,” Suandiana explained.

Nevertheless, some residents who are aware of sorting rubbish not only separate it but also label the rubbish bags to facilitate the collection team’s work. “There are resident citizens who mostly label their rubbish, ‘beware glass, beware sharp objects’, but the local residents here are still struggling,” said Suandiana.

New TPS3R Sanur Kaja Machine Breaks Down

The new machine at TPS3R Cemara in Sanur Kaja Village has broken down and stopped operating since Monday (13/4/2026). The machine’s dynamo burned out and needs to be replaced at a cost of Rp 20 million.

“About Rp 20 million just to replace the dynamo. It’s currently being repaired; perhaps it can operate tomorrow. We’ve confirmed the replacement; it burned because it became too heavy,” said Suandiana.

This breakdown occurred just two days after the new machine began operating. The damage has caused a backlog of rubbish at TPS3R Cemara. “From Sunday until yesterday, the last operation. The rubbish there couldn’t be processed. Rubbish from yesterday until today,” said Suandiana.

Currently, Suandiana is seeking assistance from the Denpasar City Environmental and Cleanliness Department (DLHK). This support is needed due to limited manpower and extended working hours at TPS3R Cemara for waste processing.

“So I’m looking for five people from DLHK for assistance, so we can start chopping from the morning. Currently, from operations, we only rely on ourselves. From 05:30 to 13:00 WITA collecting rubbish, afternoon to evening then starting to chop, maximum until 18:00 WITA,” Suandiana explained.

Once fully operational, the waste processing machine at TPS3R Cemara in Sanur Kaja Village will not only be used for sorting and chopping organic and non-organic waste.

TPS3R Cemara is also equipped with a pressing machine to produce products from transforming plastic waste into paving blocks or roof tiles, while organic waste is converted into planting media.
