Rieke Urges Prabowo to Immediately Issue Regulation on Village Cooperatives
House of Representatives (DPR) member Rieke Diah Pitaloka has urged President Prabowo Subianto to immediately issue a presidential regulation concerning the integrated governance of the ‘Red and White’ village/sub-district cooperatives. According to her, this regulation is necessary to end regulatory fragmentation while awaiting the passage of the Cooperatives Bill currently under deliberation in the DPR. Rieke stated that the issuance of this presidential regulation is urgent because the village cooperative programme is already underway, yet its implementation still presents various problems. “The results of the study show that there is still regulatory fragmentation, overlapping authority between ministries and agencies, institutional disharmony, an unclear legal status for human resources, and a lack of an integrated national data and supervision system,” she said in a written statement on Saturday, 4 July 2026. The Indonesian Democratic Party of Struggle (PDIP) politician said these conditions could potentially trigger conflicts of interest, abuse of authority, mismanagement, and even criminal acts of corruption. Therefore, she said, the government must immediately close these gaps through a regulation that can serve as a reference for implementing the programme. “If the government is serious about making village cooperatives an instrument for carrying out the mandate of Article 33 of the 1945 Constitution of the Republic of Indonesia, then the regulatory architecture must be built in a single, unified regulation,” she said. Rieke explained that cooperatives are a strategic instrument for implementing the mandate of Article 33 of the 1945 Constitution. However, she cautioned that the programme’s success should not be measured solely by the number of cooperatives formed or the completion of physical construction, but by the quality of governance that ensures legal certainty, protects human resources, secures state finances, and prevents corruption from the planning to the operational stages. In her proposal, Rieke requested that the programme’s implementation be fully returned to the Ministry of Cooperatives. She said the ministry must be designated as the programme’s primary responsible party as well as the data custodian that integrates all data as a basis for planning, control, and evaluation. The Red and White village cooperatives are one of the priority programmes of the Prabowo Subianto-Gibran Rakabuming Raka administration. Prabowo has targeted the establishment of up to 80,000 cooperatives across Indonesia. According to data from the Ministry of Cooperatives as of 4 July 2026, a total of 35,874 cooperative sites have been verified. Of these, 14,584 physical outlets have been completed, while approximately 30,000 locations are currently in the construction or operational completion phase.
