Jakarta, CNBC Indonesia — The Government has officially issued Presidential Regulation No. 27 of 2026 on the Protection of the Digital Platform-Based Transport Ecosystem. Among its provisions, the regulation allows ride-hailing drivers to work with multiple app companies.

The rule is detailed in Article 3. Paragraph (1) states that drivers may enter into platform partnership relationships with one or more app companies.

“Drivers may enter into a Platform Partnership Relationship with one or more Application Companies,” the regulation says, as quoted on Wednesday (21 October 2026).

The regulation also reminds drivers to consider several matters while working, including safety, security, service quality and compliance with transport technical standards.

Article 3, which governs drivers’ ability to work across more than one app, states:

  • Drivers may enter into a Platform Partnership Relationship with one or more Application Companies.

  • In entering into a Platform Partnership Relationship as referred to in paragraph (1), drivers must take into account safety, security, service quality and compliance with transport technical standards.

Articles 4 and 5 go on to regulate partnerships between platforms and drivers, including 14 points that must be included in the partnership arrangement.

Previously, three ministries coordinated on Presidential Regulation No. 27/2026. President Prabowo Subianto appointed the Ministry of Cooperatives and SMEs to oversee online motorcycle-taxi services, including monitoring partnership agreements between drivers, apps and merchants.

The Ministry of Transportation is responsible for formulating and setting fares for passenger transport services. Meanwhile, delivery fees for goods and food are to be regulated by the Ministry of Communication and Digital Affairs.
