Ride-Hailing Commission Capped at 8%, Drivers Pleased but Doubtful of Implementation
JAKARTA, KOMPAS.com - Several online motorcycle taxi (ojol) drivers are not fully convinced that Presidential Regulation (Perpres) No. 27 of 2026 on the Protection of Online Transport Workers can be implemented to its maximum extent. The regulation caps commissions for app operators at a maximum of 8%. Ojol driver Sule (46) doubts that the rule on limiting app operator commissions can be fully realised. He is not yet convinced that app operators will truly apply the rule. Sule reflects on the implementation of holiday assistance (BHR) for ojol drivers, which he considers not distributed fairly. “In my opinion, it’s impossible. Not to that extent. The President can issue the rule, but the app operator’s office often fails to realise it,” said Sule when met in the Monas area, Central Jakarta, on Friday (1/5/2026). “Like the BHR last time, they said it would be for 3 years, 4 years, still receiving Rp 2,500,000. But the reality is, I’ve been a driver since 2019 until now, but I only got Rp 50,000,” he added. “That’s very good. It’s the dream of all drivers. Hopefully, it will truly be realised,” said Diah. Even if drivers use budget fare services, commissions can exceed that figure. Diah considers such commissions very burdensome for ojol drivers. “The budget one should no longer be charged because it’s already budget. Like if we take a metered ride of Rp 20,000, that’s already budget actually. If not budget, it’s Rp 27,000,” explained Diah. “But why are we still deducted another Rp 3,000 like that. The point is, if it’s already budget, it’s already cheap. But we’re still hit with commissions. The commissions should be borne by the app operator,” she stated. With commissions on budget fares borne by drivers, the income received becomes even smaller.
