Ride-Hailing Apps Must Transfer Drivers’ Earnings Immediately After an Order Is Completed
Jakarta, CNBC Indonesia — App fees for ride-hailing services will be capped at 8 per cent. This is stipulated in Government Regulation, which has officially issued Presidential Regulation No. 27 of 2026 on the Protection of the Digital Platform-Based Transport Ecosystem.
Article 12 of the regulation states that digital platform companies may charge a service fee of no more than 8 per cent of the transport service fee. The cap applies to passenger transport and the delivery of goods and food.
“Digital Platform Application Service Fees as referred to in Article 11 paragraph (1) may be charged by Application Companies at a maximum of 8 [eight] per cent of the Transport Service Fee for passenger transport and/or the delivery of goods and food,” Article 12 states, as quoted on Wednesday (21 October 2026).
This means drivers will receive 92 per cent of the transport service fee. The rule has been in effect since 1 July 2026.
The 8 per cent maximum also replaces the previous arrangement, under which app fees were set at 20 per cent and drivers received 80 per cent.
The same regulation sets out platforms’ obligations to their partners, including ensuring drivers receive social security coverage and paying out their share of earnings in real time, without withholding it after a job has been completed.
It also states that the Ministry of Transportation will set tariffs for transport services, while the Ministry of Communication and Digital Affairs (Komdigi) will set tariffs for goods delivery.
