Ribka Calls for Synergy and Good Governance in Papua Development

She made these remarks during her address at the Hybrid Partnership Dialogue Forum for Accelerated Development of Papua, held at Novotel Jakarta Cikini. The forum’s theme was ‘Strengthening Development Partnerships in Papua through More Effective Coordination, Synergy, and Collaboration’. The event serves as a strategic platform to enhance coordination, synchronisation, evaluation, and collaboration among all stakeholders in supporting accelerated development and improved welfare for Papua’s population. ‘Papua’s development is one of the nation’s top priorities, consistently receiving full attention from the President and the Indonesian Government. This commitment is reinforced through various policies, regulations, and affirmative actions,’ Ribka stated in a written statement on Tuesday, 26 June 2026. Ribka explained that the government continues to collaborate on accelerating Papua’s development through various policies aimed at achieving justice, equitable development, protection, and the fulfilment of rights for Indigenous Papuans (OAP). One strategic move is the issuance of Presidential Regulation No. 24 of 2023 on the Master Plan for Accelerated Development of Papua (RIPPP) 2022-2041, serving as the long-term development framework. The RIPPP prioritises human development and improved community welfare as its main focus. This is achieved through strengthening governance, enhancing basic service quality, inclusive economic development, regional connectivity, and empowering indigenous communities and local culture. Development priorities are directed towards Healthy Papua, Smart Papua, and Productive Papua. ‘The Ministry of Home Affairs, in line with its duties and functions, plays a strategic role in overseeing local government administration, strengthening central-local coordination, promoting policy synchronisation, and ensuring the Special Autonomy for Papua is implemented in accordance with legal provisions,’ Ribka explained. Ribka noted that 2026 marks a pivotal moment for strengthening local government governance in Papua, highlighted by the 100% disbursement of the Special Autonomy Fund across 46 districts/cities in Papua as of May 2026. According to Ribka, the Special Autonomy Fund must be managed according to the 5T principles: Accurate Data, Timely, Correct Amount, Targeted, and Proper Use of Funds. ‘These 5T principles should serve as a guide for local government officials to drive continuous improvement,’ Ribka said. The forum was also attended by Velix Wanggai, Chair of the Executive Committee for Accelerated Development of Papua’s Special Autonomy; Ahmad Fajri, Head of the Cooperation Facilitation Centre at the Ministry of Home Affairs; Jaka Sucipta, Director of Village Funds, Incentives, Special Autonomy, and Special Status (DDIOKK) at the Ministry of Finance; as well as officials from relevant ministries and agencies and national and international development partners.
